PKK Leader Abdullah Öcalan’s “historical call”:
The PKK was born in the 20th century, the most violent century in history, amidst two world wars, real socialism, and the Cold War environment globally. The denial of the Kurdish reality, especially regarding freedom of expression, and the restrictions on liberties created the foundation for its emergence.
The theory, program, strategy, and tactics of the PKK were heavily influenced by the realities of the century's real socialist system. The collapse of real socialism in the 1990s due to internal reasons and the dissolution of identity denial in the country, along with developments in freedom of expression, led to a meaninglessness and excessive repetition within the PKK. Therefore, like its counterparts, it has completed its life cycle and made its dissolution necessary.
For over a thousand years, the Turks and Kurds have seen the need to remain in alliance, with the desire to survive and resist hegemonic powers being the dominant driving force. The alliance was built on mutual voluntarism to maintain their existence.
In the last 200 years of capitalist modernity, the primary goal has been to break this alliance. Affected powers, along with their class foundations, have served this cause. With the monolithic interpretations of the Republic, this process accelerated. Today, the essential task is to reorganize this fragile historical relationship with a spirit of brotherhood, without ignoring their beliefs.
The need for a democratic society is inevitable. The PKK, which is the longest and most comprehensive insurgency and violence movement in the history of the Republic, found support due to the closure of democratic political channels.
The solutions proposed by the PKK, such as separate nation-states, federations, administrative autonomy, and culturalist solutions, are unable to respond to the historical sociology of society as a necessary result of their extreme nationalist drift.
Respect for identities, allowing individuals to express themselves freely and to organize democratically, is only possible with the existence of a democratic society and political space. Every group can only structure their socio-economic and political organizations based on their values within this democratic framework.
The second century of the Republic can only achieve lasting and brotherly continuity when crowned with democracy. There is no alternative path outside democracy for seeking and achieving systems. There cannot be. Democratic reconciliation is the fundamental method.
The language of the peace and democratic society period must be developed in accordance with reality.
I take on the historic responsibility of calling for disarmament in this climate, formed by the call of Mr. State Minister Bahçeli, the will put forward by Mr. President, and the positive approach of other political parties toward this well-known call.
As every modern society and party, whose existence has not been forcibly terminated, would voluntarily do, I call on you to convene your congress and make a decision: all groups must lay down their arms, and the PKK must dissolve itself.
