C. These breaches establish grounds for a claim under the tort of breach of a statutory duty (Section 63 of the Ordinance), given that there is a clear statutory duty that is knowingly violated, resulting in harm to the petitioner.

D. Case law (including the Sultan decision, as well as those in Akkanin, Briga, Leslau, and others) supports an expansive interpretation that permits filing a claim for the tort of breach of a statutory duty even against public authorities, particularly when it involves protecting the private interests of individuals and minors.
