A 2807-g (6-lb 3-oz) newborn has a strong cry immediately after delivery. She was born at term following an uncomplicated pregnancy and a spontaneous vaginal delivery complicated by a few decelerations. The newborn was suctioned at the perineum and placed on the warmer/resuscitation table. After 10 seconds of warming, the newborn's pulse is greater than 1 00/min, and respirations are 20/mm. Examination shows peripheral cyanosis and minimal movement of the upper and lower extremities
