PDF provided there are many interpretations developed throughout history by well known thinkers/philosophers. In short, “As above, So Below” is a reference to microcosmism.. the Cosmic Order, Laws of Nature, i.e.; metaphysical laws in the immaterial world interacting with physical laws in the material world. There are other interpretations but in the Fascist/NS/Völkisch Worldview this is what is being referenced.
I’ll leave you with a quote from Saint Thomas Aquinas where he describes how the soul on earth(below) can receive knowledge from supernatural light(above). His works are largely based on Aristotelian logic.
“It is undoubtedly true, however, that bodily movements and the activity of the senses prevent the soul from receiving infused knowledge from separate substances. It is for this reason that certain things are revealed to persons during sleep, and to those who have [momentarily] lost their senses. Therefore, when the soul shall be separated completely from the body, it will be able to receive infused knowledge from superior substances more fully, because, thanks to such knowledge, it will be able to understand without a phantasm, which otherwise it cannot do.
