Any active baker will be able to participate in the 3 Layer 1 smart contracts governing EVM kernel upgrades, security upgrades, and sequencer committees.

1️⃣ Bakers propose and upvote kernel upgrades (Proposal period);
2️⃣ Chosen proposals undergo final vote (Promotion);
3️⃣ If successful, the chosen kernel upgrade deploys automatically after Cooldown.
Etherlink's Security governance is designed for swift incident response without compromising community consensus.
It follows the same structure as Kernel governance, but with shorter periods and higher quorum and supermajority requirements.
The final piece of the puzzle is Sequencer Committee's governance, where bakers propose and upvote Etherlink sequencer operators.
Tezos bakers will have oversight of Etherlink's sequencers, ensuring they are run with the community's best interests in mind.
