Annual Report on Road Accidents in India released

Part of :- GS paper ll - Governance, important reports and it's highlights

Context :-

On November 20, 2019, the Ministry of road transport and highways released a report on “Road Accidents in India, 2018”.

According to the report, around 1,51,417 deaths occurred in India due to road accidents in 2018.

It pointed out that road environment, human errors and vehicle conditions were the major reasons for road accidents.

Highlights of the report :-

The reports said that the number of road accidents have increased by 2.4% as compared to 2017. Around 53 crashes and loss of 17 lives are occurring in India every hour.

Around 48% of road crash deaths were of persons in the age group between 18 years and 35 years. 6.6% of persons who died in road accidents were minors.

According to the report, Tamil Nadu topped the country in terms of number of road crashes. The report also said that many states failed to enact Motor Vehicles Amendment Act and also reduced the fines (Eg: Gujarat, Uttar Pradesh and Uttarakhand)

Road Accident Deaths :-

The road accident deaths due to use of mobile phones accounted to 2.4%, drunken driving accounted to 2.8%.

The deaths that occurred due to driving on the wrong sides of the road accounted to 5.8% and over-speeding accident deaths accounted to 6.4%.

Cabinet approves sale of Govt stake in five CPSEs including BPCL
The central government took a major step towards privatization on November 20, 2019. The Union Cabinet approved the sale of government’s stake in Bharat Petroleum Corporation Limited (BPCL), Shipping Corporation of India (SCI) and freight-linked container corporation of India (CONCAR).

The government has also approved to bring down the stake of government in selected public sector companies to below than 51 per cent. Finance Minister Nirmala Sitharaman told the media that the Numaligarh refinery will be separated from BPCL, the country's second-largest refinery company. The decision was taken after the Cabinet Committee on Economic Affairs (CCEA) meeting.

Five Central Public Sector Enterprises (CPSEs)

The government has taken this decision after approval of CCEA. These companies are - Tehri Hydro Development Corporation India Limited (THDC), Bharat Petroleum Corporation Limited (BPCL), North Eastern Electric Power Corporation Limited (NEEPCO), Shipping Corporation of India (SCI) and Container Corporation of India (CONCOR).

Key Highlights

• The central government has decided to the sale of its 53.29 per cent stake in BPCL.
• The cabinet also approved the sale of the government's entire 63.75 per cent stake in Shipping Corporation of India (SCI) and 30.9 per cent stake in Container Corporation of India. The government currently holds a 54.80 per cent stake in CONCAR.
• She has also declared that the government’s stake in Tehri Hydro Development Corporation India Limited and North Eastern Electric Power Corporation Ltd. (NEEPCO) will be sold to Public Sector NTPC Ltd.
• It was also approved to reduce government stake to below 51 per cent in select PSUs like Indian Oil Corporation (IOC).

Numaligarh Refinery

The Finance Minister said that the government will do strategic disinvestment in BPCL. She has also made it clear that the government will not sell a part of BPCL to Numaligarh Refinery (NRL) in Assam. The government will keep its stake in the refinery but BPCL will have full management control transfer.

The United States announced that it no longer thinks Israeli settlements in the West Bank violate international law. The new US view is different from that of most countries’ on this issue.

About:

The West Bank is the name given to the territory that was captured by Jordan after the 1948 Arab-Israeli War. Israel snatched it back during the Six Day War of 1967, and has occupied it ever since.

The West Bank is a landlocked territory near the Mediterranean coast of Western Asia, bordered by Jordan to the east and by the Green Line separating it and Israel on the south, west and north. The West Bank also contains a significant section of the western Dead Sea shore.

Israeli settlements in West Bank:

Israel has built formal and informal settlements in the West Bank over the last 20-25 years. Over 4 lakh Israeli settlers now live here, along with some 26 lakh Palestinians.

The United Nations General Assembly (UNGA), the UN Security Council (UNSC), and the International Court of Justice (ICJ) have said that the West Bank settlements are violative of the Fourth Geneva Convention.

Under the Fourth Geneva Convention (1949), an occupying power “shall not deport or transfer parts of its own civilian population into the territory it occupies”.

Under the Rome Statute that set up the International Criminal Court in 1998, such transfers constitute war crimes, as does the “extensive destruction and appropriation of property, not justified by military necessity and carried out unlawfully and wantonly”.

Under the Oslo Accords of the 1990s, both Israel and the Palestinians agreed that the status of settlements would be decided by negotiations. But the negotiations process has been all but dead for several years now.

China reported a third case of bubonic plague after two other plague cases were revealed last week, but the disease remains rare despite its fearsome reputation and authorities say the cases appear unrelated.

About:

Cause: Plague is an infectious disease caused by the bacteria Yersinia pestis, a zoonotic bacteria, usually found in small mammals and their fleas.

Transmission: It is transmitted between animals through fleas. Humans can be infected through:
the bite of infected vector fleas

unprotected contact with infectious bodily fluids or contaminated materials

the inhalation of respiratory droplets/small particles from a patient with pneumonic plague.



Two main forms of plague infection, depending on the route of infection are:
Bubonic plague is caused by the bite of an infected flea. Plague bacillus, Y. pestis, enters at the bite and travels to the nearest lymph node where it replicates itself. The lymph node then becomes inflamed, tense and painful, and is called a ‘bubo’. Human to human transmission of bubonic plague is rare.

Pneumonic plague, or lung-based plague, is the most virulent form of plague. Any person with pneumonic plague may transmit the disease via droplets to other humans.



Where is plague found? As an animal disease, plague is found in all continents, except Oceania. Since the 1990s, most human cases have occurred in Africa. The three most endemic countries are the Democratic Republic of Congo, Madagascar, and Peru.

Treatment: Nowadays, plague is easily treated with antibiotics and the use of standard precautions to prevent acquiring infection.

Timeline:
Historically, plague was responsible for widespread pandemics with high mortality. It was known as the "Black Death" during the fourteenth century, causing more than 50 million deaths in Europe.

Between 2010 and 2015 there were 3,248 cases worldwide, leading to 584 deaths – a fatality rate of 18%, according to the World Health Organization.
