Chic: It's About Time review – first album in 26 years lunges for relevance

(Virgin)Nile Rodgers’ disco troupe may have become critically lauded since their last record, and his guitar playing remains a joy – but the special guests weigh it downIt’s About Time isn’t the only Chic album about to be released. It will shortly be sharing space on record shop shelves with The Chic Organisation 1977-79, a lavish box set containing the band’s first three albums alongside a collection of rarities, a facsimile of a promotional 12-inch and We Are Family, the 1979 Sister Sledge album that may well be the greatest Chic production of all. It comes complete with not one, not two, but three essays by prominent cultural critics on Chic’s significance.It was all noticeably different last time Chic released an album. In 1992, no one was in a rush to lavishly repackage their records or write scholarly essays on their importance. A critic who suggested they were one of the greatest bands of their era would have been going out on a limb. Their back catalogue was treated in the way you might expect a record label to treat the oeuvre of a band who hadn’t had a hit for 10 years: the nearest they came to an archival release was Megachic, a tacky medley of their hits apparently aimed squarely at the kind of person who enjoyed nothing more than donning an afro wig and demanding the DJ at the local 70s night play Rasputin by Boney M. 'There was a lot of fear': how Heidelberg changed when the US army left town

As the US army reduces its Nato presence in Europe, one German city turned all those now-empty buildings into an opportunity – but can it work elsewhere?The lights no longer work in the sports hall of Patton Barracks, so building manager Heiko Mueller uses bricks to prop open the doors and let in the sun. It reveals basketball nets with fraying fibres hanging precariously from the walls, blue gym lockers scarred with rust, and mould growing on the shower room floor. The whistle blew on the hall’s last basketball game five years ago.For nearly 70 years after the second world war, Heidelberg was the US army’s headquarters in Europe, and a Nato command centre. Japan on a budget: readers’ travel tips

The perception that Japan is an expensive destination is challenged by our tipsters, who find 70p sushi delivered by robot, cheap internal flights, all-you-can-drink-deals and friendly hostels Naoshima, the jewel of Japan’s art islands and an easy one-hour train journey from Kyoto or Osaka, has museums ranging from a gallery hotel to art installations. Free buses take you around the art locations and to an amazing art-filled sento bathhouse (£4.40), complete with full-size elephant sculptures overlooking the baths. Staying in the Benesse Foundation’s hotels is very pricey (from £250) but there is a fantastic alternative a very short walk from the key art sites and beautiful: Tsutsuji-so’s yurts (£25-£30 per person per night). To the unseasoned and forgetful grubber water hazards are everywhere at the course known as L’Albatros, and even a decent drive can end up in no man’s landTo begin with, a disclaimer: I’m awful at remembering golf courses. It has become an annual tradition for my dad and I to pick one, often wherever the Open will be held that July, hack our way around and then watch the professionals expose our limitations a few months later. Directors Mor Loushy and Daniel Sivan go behind the scenes of the secret Israeli-Palestinian talks that tried to bring about peace in the 1990sLike a sombre archaeological dig, this documentary disinters the 1990s Oslo peace process between Israel and the Palestinian Liberation Organisation. It began in 1993 with imaginative, off-the-record discussions between unofficial representatives in a conference venue outside Oslo – no more neutral and non-Middle Eastern location could possibly be conceived, short of hosting the talks on Pluto. And it ended catastrophically, with the assassination of the Israeli prime minister Yitzhak Rabin in 1995.Unlike in South Africa and Northern Ireland in that same era, the chance for peace was missed.
