mainnet and rinkeby have constant block limits for the _block_ (kind of - there is some variance due to 1559, I actually kind of suspect but am not sure that HH is 1559-enabled, you could simulate that by trying to fill blocks with tons of txs if it is, turn of automine and make a mock contract with like a with-loop doing random rounds of storage writes or something)
