What you see here is
Telegram trying to shill the illusion that they're anti-censorship.
Apple doesn't block anything, apple just requests blocks and Telegram provide them from the API itself. Apple restrictions are embedded into the actual Telegram code. The only difference for the apple app, is the Telegram iOS app dev team add in the check for existing blocks and then to hide content based on that.
"Apple doesn't offer much choice" is a lie. Telegram are the only ones with the ability to issue apple bans, they're just scared of getting their app pulled from the iOS store.
But regardless,
Telegram just outright delete hundreds of channels without notice that are too fashy, even going as far as deleting the user account that made the channel as well; so focusing on Apple bans is a distraction.
