If you pay closer attention to the results of these students who achieved a C1 level, you will notice that all of them got high scores in both listening and reading. This is because it is more likely to score a 9 in these two sections compared to writing and speaking. Many IELTS tutors suggest that students should focus more on improving their writing and speaking skills, but this advice is incorrect. If you can achieve a 9 in both reading and listening by practicing these two skills alone, a score of just 4.5 in writing and speaking would be enough for you to get 7.0 (C1) overall. (Of course you will score much higher than 4.5 even without extensive practice in these areas.) What I am trying to explain is that reading and listening are the most important sections of the IELTS exam! You don't even need to go to IELTS centers for that, all what you need to do is listening to podcasts, reading articles, learning a lot of new words, doing practice tests.
