The British Cabinet and opinion in political circles were convinced that by their attitude during the last few weeks and in particular as a result of various speeches by Chamberlain, Hoare, Halifax, and other members of the Cabinet, the had given such clear expression of Britain's desire for a development of relations with Germany that they felt entitled to expect an answering echo from authoritative German quarters. As this echo was not forthcoming, they concluded that Germany did not at present want a clarification and improvement of Anglo-German relations, or that at least a certain reserve was advisable for Chamberlain if he did not wish to give his political opponents an all too convenient chance to attack him.
