In looking for patterns relating the the riots, they looked at the locations of the Federal Reserve. There are 12 Banks, one headquarters and then the branches for a total of 37 locations. They discovered 34 of the 37 Bank locations had riots. That's not a random pattern... so they drilled down... They started with Minneapolis. Looking at the data of all the small business/buildings that were harmed or burnt down... and where the "opportunity zones" were.
An opportunity zone is a tax shelter mechanism created in 2018 to help tech billionaires as they sold their stock avoid capital gains tax. So if you're Jeff Bezos (Who sold 10 billion dollars of stock in 2020) you could rollover your proceeds into Opportunity Zone Investments avoid tax obligations.
