I proposisjonen Stortinget fikk sto det at dette ville ta tid og at implementeringen av den nye straffeloven var ventet å kunne skje 1. januar 2012. Det er som kjent ikke ennå, sier statssekretær Terje Moland Pedersen (Ap) i Justisdepartementet til Nettavisen.

Heving av tidsrammen til 30 år ble gjort fordi maksimalstraffen for terror i Norge og flere andre europeiske land er 30 år. På den måten gir man signaler om at Norge ikke er et «safe haven» for terrorister med lavere straffenivå enn andre land.
Raising the time frame to 30 years was done because the maximum sentence for terrorism in Norway and several other European countries is 30 years.
