Indian agriculture is considered Rice-Wheat system.

But today situation of rice and wheat are very different

In case of rice India is facing surplus problem, exports are increasing, rice stocks are at all time high

But in case of wheat:
Exports decreasing, central pool is at lowest

Reasons:

1.Rice is grown both during kharif and rabi season

2. Rice is cultivated across a wide geography 16 states

3. Wheat has a single rabi cropping season

4.Wheat Production is concentrated in North Western region.

5.Structural problem in wheat production: Vulnerabilities to winter becoming shorter, warmer and less predictable.

In coming time India can become importer of wheat, govt should focus on increasing boosting per acre yield and breeding climate smart varieties.

Time has come to de-hyphenate rice-wheat.
