DECLARATION OF INDEPENDENT STATE OF MONTENEGRO
At the Petrovdan Assembly, the Declaration was adopted by acclamation (text from the original in Montenegrin):
I. The occupation of Montenegro by Serbia, which was accepted against the will of the Montenegrin people by the so-called The Great National Assembly in Podgorica ceased by its decision of November 26, 1918.
II. They were put out of power: the regime that was created in Montenegro by the former Kingdom of Yugoslavia and the Karađorđević dynasty. The Vidovdan Constitution and the Constitution of September 3, 1931, which originated from the aforementioned regime, were abolished.
III. The sovereign and independent State of Montenegro in the form of a Constitutional Monarchy is proclaimed.
IV. The Montenegrin Parliament declares that all Montenegrins are grateful to the fascist Armed Forces, thanks to which the liberation of their homeland was achieved, and remembering the close ties that exist between the Petrović Njegoš dynasty and the Italian Royal House, with confidence in the work of reconstruction given always and everywhere by Duce and by fascist Italy - resolved to unite the life and destiny of Montenegro with the destiny of Italy, establishing close ties of solidarity with it. Subsequently, the conclusion of an agreement between Montenegro and Italy will be approached, imbued with the spirit of this solidarity and agreeing to the entry of Montenegro into the sphere of action of Rome.
V. The Montenegrin Parliament, in the absence of the holder of the Supreme Authority of the Head of State, decided to establish a royal regency and to implore His Majesty the Italian King and Emperor to appoint a Regent of the Kingdom of Montenegro who will promulgate the Constitution.
