Britain: Prime Minister’s spokesman Matthew Doyle described the strike as an “example of reckless behavior,” highlighting that it was the first use of this specific missile type since the invasion began. He refrained from labeling the missile as an intercontinental ballistic missile (ICBM) but reaffirmed the UK’s commitment to supporting Ukraine.
France: Foreign Ministry spokesman Christophe Lemoine said that if the use of an ICBM is confirmed, it would mark a severe escalation by Russia. However, France has no confirmation of ICBM use at this time.
UN: Stephane Dujarric, spokesperson for the UN Secretary-General, called the strike a “worrying event” and urged de-escalation, warning that the situation is “moving in the wrong direction.”
