This includes the "Rules for Regulating Trading in Cryptocurrency Assets" (Regulation CTX) and the "Rules for Regulating the Cryptocurrency Market" (Regulation CAM). The goal of these regulations is to create a comprehensive federal framework for CFTC-registered exchanges dealing with cryptocurrency assets.

Selig noted that, unlike the Clarity Bill, these new rules do not require crypto assets to be traded exclusively on CFTC-registered platforms, as the commission lacks the authority to enforce such a restriction without specific legislative backing. However, crypto exchanges seeking to operate under a cohesive federal regulatory system can choose to follow this path. Unlike state-licensed exchanges, these federally regulated exchanges will be allowed to offer margin trading, leverage, and financing options to retail customers.
