Report by the Ministry of Foreign Affairs of the Russian Federation 'Regarding the Situation with the Glorification of Nazism and the Spread of Neo-Nazism and Other Practices That Contribute to Fueling Contemporary Forms of Racism, Racial discrimination, Xenophobia and Related Intolerance'This report continues the efforts of the Ministry of Foreign Affairs of the Russian Federation to draw attention to various manifestations of glorification of Nazi movement, Neo-Nazism, racism, racial discrimination, xenophobia and related intolerance in a number of countries.
The subject matter of this document is the campaign that is underway in foreign countries to demolish the vast Soviet, as well as their own, memorial legacy that is dedicated to those who fought Nazism and fascism; and soaring efforts to glorify the Nazis, their collaborators and their present-day followers.
In addition and regretfully,
it has become a tradition for this review to cover the course of the majority of the Western countries to whipping up blatant Russophobia, discriminating ethnic, linguistic and confessional minorities and dividing the people in full-fledged members of the society and "non-citizens", "subhumans". The Baltic states, Ukraine, Moldova, Poland and Finland are being the most active in this area, in the spirit of "best" authoritarian practices. At full tilt, they are "outstripping the target" in terms of Russophobia, glorification of fascism, spreading of Nazism and segregation in the society.
There is
a campaign to falsify history and diminish the role of the USSR in achieving the Victory over Nazism, fascism and militarism in the Great Patriotic War and World War II and creating the modern system of international relations, gaining momentum in the countries of collective West. At the same time, they vigorously destabilize the said system in an attempt to build some "rules-based world order" as a smokescreen with which they try to conceal the very same neocolonial approaches of former metropolitan powers they had used to resort to with regards to the states of Global South which threw off their yoke in XX century.
In terms of contents, this report is traditionally based on subject resolution on
Combating the Glorification of Nazism, Neo-Nazism and Other Practices that Contribute to Fuelling Contemporary Forms of Racism, Racial Discrimination, Xenophobia and Related Intolerance which Russia, together with a large number of co-sponsors, submits annually to the UN General Assembly.
It is well known that
the overwhelming majority of members of international community shares Russia's stance on the matter of glorification of Nazism and justification of racism. Unprecedented pressure coming from the collective West cannot change this trend. In 2025, the majority of the countries of the world, 119 in total, supported the Russian resolution. Fifty one delegations, including the US, the UK, Canada, Ukraine and Moldova, which had joined them in recent years, as well as EU Member States voted against it. Up until 2022, the latters, as a rule, abstained from the vote, but today they demonstrate support for Neo-Nazism more and more evidently. Ten more countries abstained from the vote.
The report summarizes, on the basis of data from international and national sources,
the factual information on latest manifestations of all forms of glorification of Nazi movement, Neo-Nazism, racism, racial discrimination, xenophobia and related intolerance in the countries of focus, as well as manifestations originating from the EU's Brussels that plays an increasingly active role in these processes.
