Can you get accepted and win full-tuition scholarship if you have only uzbek attestat, Ielts 7 and no SAT in top university? Probably still yes, for class of 2028, I know at least one uzbek and one tadjik who did it with HKU. Other 2 uzbeks including me were accepted without scholarship. Most of them applied early round, you still have time for HKU early round(27nov). I strongly encourage you to use this chance to apply, even though it costs 58$ which you must pay, there is no waiver.
