It predicts that in the future, "more and more states will compete for influence," which could lead to a "much more disorderly" global order, with "little left of the nearly universal rules, principles, and cooperation models" that have governed international relations. The liberal order may remain only in the West "or whatever is left of it."
The report further warns that peaceful coexistence between emerging different orders is "quite unlikely," given the uncertainty over whether key global powers will be able to agree on any rules, principles, or structures for managing inter-order relations.
