Nowruz Festival has a long history of celebration spanning over three thousand years, which is similar to the Spring Festival of the Han people. There are more than 30 Turkic ethnic groups including Uyghur all over the world who celebrate Nowruz Festival at the same time. Terrorists frequently commit crimes during the grand festival for the purpose of destroying the festival atmosphere of peace and harmony, causing greater psychological panic, and thus achieving a wider social impact.
Four organizations including G34, G15, G9 and G19 are the key organizations. G34 is the general coordination body of the “East Turkistan” force, G15 and G9 are the violence implementing bodies of terrorist events, and G19 is the technical support body of the “East Turkistan” force. These bodies cooperated with each other to create frequent terrorist events.
Terrorist events produced by the “East Turkistan” force outside of China occurred mainly in Central Asian countries such as Kyrgyzstan, Kazakhstan and Uzbek- istan, Russia and Afghanistan. In China, the Kashi, Hetian and Aksu prefectures of South Xinjiang as well as Urumqi, the capital of Xinjiang, are the hot spots of terrorist events.
There were comparatively more terrorist events in the 1950s; terrorist events occurred most frequently from the mid 1990s to the beginning of the 21st cen- tury; and the periods of major political, economic or cultural activities were also the time when most terrorist events occurred. Among the traditional festivals of Xinjiang, the time around Nowruz Festival should be considered as an important period. As to month, there are more terrorist events in August, February, May and March.
