I suspect this has something to do with earlier reports that Indonesian government via Kemenkominfo (which is responsible for IT) is aware of some Telegram channels (mostly private) whose are sharing pirated Indonesian films allowing Indonesians to watch them for free, especially after websites sharing such kind of content are beginning to be blocked since last year.

Though, it depends on user or copyright holder(s) reports for takedown issue to be filled.
