ISSUE 4 [October 3, 2024]

In Kazakhstan, a centralized system keeps local governments more accountable to higher authorities than to their communities, limiting their capacity for effective self-governance. Despite an institutional commitment to decentralization since 2012, tangible progress only occurred recently, most notably marked by the 2021 introduction of direct elections for rural akims (local government heads), which drew significant public attention.

While the reform expanded electoral participation, it failed to address informal constraints, such as resistance from existing power structures to independent candidates, which continue to hinder genuine political competition. Moreover, it overlooks the system’s entrenched hierarchies that keep akims dependent on higher-ups for decision-making and financial resources, ultimately limiting the reform’s potential for meaningful political decentralization.

In this issue, we explore whether electing their own akim has made rural areas more self-governing, with decisions better reflecting the interests of local residents. This article begins a series exploring different aspects of decentralization dynamics in Kazakhstan.
