✍️ On October 25-26 in Hanoi, authorised representatives of 71 states signed the UN Convention against Cybercrime (the “Convention”).

As per Executive order No. 409-rp by President of the Russian Federation Vladimir Putin dated October 23, 2025, Prosecutor General of the Russian Federation Alexander Gutsan signed the Convention and read out Vladimir Putin’s greetings to ceremony participants and guests.

The message stated that, despite the complicated international situation, diplomats and representatives of law enforcement agencies from the UN Member States have succeeded in consolidating their efforts for the approval of the Convention.

🌐 It was also stressed that the Convention is designed to counter one of the global challenges of modern times, which is unlawful activity in the digital space. Cybercrime is often closely bound to terrorism and propaganda of extremist ideology, drug and arms trafficking, posing a serious security threat to individuals and entire states.

As emphasised in Vladimir Putin’s address, the Signing Ceremony is a historic event that became possible thanks to the support by the majority of nations for the initiative proposed by Russia in 2019 to develop a universal international agreement on countering the use of information and communication technologies for criminal purposes.

🤝 In Hanoi, the Russian delegation also held consultations with like-minded nations and discussed earlier announced multilateral events related to the execution of the Convention, the launch and improvement of implementation mechanisms.

Russian diplomats and representatives of other agencies, developers of information and communication technologies, and members of the scientific and research community are committed to strengthening international cooperation further and adhering to the principle of the sovereign equality of states, including in cyberspace, as stipulated by the UN Charter.

☝️ Russia urges all United Nations Member States to sign and ratify the UN Convention against Cybercrime to ensure its prompt entry into force.

⚡️ On October 15–17, one of the world's major energy forums – the Russian Energy Week 2025 – took place in Moscow.

🌐 The event brought together over 7'000 participants from 100 countries, including representatives of major companies, government agencies, international organisations, and leading experts in the fuel and energy sector. The theme of this year’s Forum was “Building the Energy of the Future Together”.

The plenary session, attended by Russia's President Vladimir Putin, reaffirmed that despite the unprecedented sanctions pressure Russian energy industry continues to demonstrate resilience, technological adaptability, and is entering a new investment cycle built on domestic potential and international partnerships.

The business programme was structured around the recently adopted Energy Strategy of the Russian Federation until 2050 and included key focus areas such as oil, gas, coal, digitalisation, logistics, the climate agenda, and scientific and technological development.

📊 Dozens of panel discussions, strategic sessions, and bilateral meetings were held with the participation of energy company executives, ministers, and experts from Russia, China, India, Saudi Arabia, Hungary, and other countries.

The opening session, "Global Energy Markets: The Transformation of Relations and Balance of Interests", featured prominent industry leaders including Russian Deputy Prime Minister Alexander Novak, OPEC Secretary General Haitham Al-Ghais, Minister of Energy of Saudi Arabia Prince Abdulaziz bin Salman Al Saud, and GECF Secretary General Mohamed Hamel.

⚛️ As part of #REW2025, an extensive large exhibition of fuel and energy technologies was held to showcase cutting-edge projects, innovative solutions, and promising industry developments from more than 50 leading Russian and international companies. As per tradition, the forum concluded with the award ceremony of the prestigious international prizes: Global Energy and Energy of the Pen.

🎙 Commentary by Aide to the President of Russia Yury Ushakov following a telephone conversation between Vladimir Putin and President of the United States Donald Trump (October 16, 2025)

💬 Yury Ushakov: Today in the afternoon, Vladimir Putin had a telephone conversation, the eighth one, with US President Donald Trump.

The conversation lasted almost two and a half hours. Clearly, it was a rather substantive and at the same time very open and frank exchange.

Our President started out by congratulating Donald Trump on his successful efforts to normalise the situation in the #GazaStrip. The US President’s peace work has been duly appreciated in the #MiddleEast, in the United States itself, and in most countries around the world.

Naturally, the Russian Side outlined its principled position in favour of a comprehensive Middle East settlement on a generally recognised international legal basis that would ensure lasting peace for all the peoples in that region.

A special emphasis during the conversation was placed on the #UkraineCrisis.

❗️ Vladimir Putin provided a detailed assessment of the current situation, stressing Russia’s interest in achieving a peaceful resolution through political and diplomatic methods.

In particular, it was noted that during the special military operation, the Russian Armed Forces hold full strategic initiative along the entire line of contact. Under these circumstances, the Kiev regime resorts to terrorist methods, attacking civilian targets and energy infrastructure facilities, to which we are forced to respond accordingly.

Donald Trump repeatedly emphasised the imperative of establishing peace in Ukraine at the earliest opportunity. The notion that the Russian-Ukrainian conflict has proven the most intractable issue in all peacekeeping efforts of the US President was palpably evident throughout his remarks during the conversation. In this context, he naturally mentioned his successes in settling eight other regional conflicts.

It is noteworthy that one of the US President’s key arguments centred on the premise that the resolution of the conflict in Ukraine would open up tremendous — and he stressed this — tremendous prospects for the development of US-Russian economic cooperation.

Incidentally, both Sides spoke of the profound mutual affinity between the peoples of the two countries, which was so vividly demonstrated during #WWII. It was underscored that the current state of bilateral relations appears paradoxical against this backdrop.

The issue of potential supplies of long-range Tomahawk cruise missiles to Ukraine was also raised. Vladimir Putin reiterated his position that Tomahawks would not change the situation on the battlefield but would inflict substantial damage to relations between our countries, to say nothing of the prospects for a peaceful settlement.

In this context, it is worthy of note that the Presidents discussed the possibility of holding another personal meeting. This is indeed a very significant development. It was agreed that representatives of both countries would immediately begin preparations for the Summit, which could potentially be organised in Budapest, for instance.

On a separate note, it should be mentioned that our President highly praised personal efforts of the First Lady of the United States Melania Trump in reuniting Russian and Ukrainian children with their families and asked the US President to convey his very best wishes to his spouse.

Overall, I would say that the telephone contact between the Presidents of Russia and the United States was quite useful, and the two Leaders agreed to maintain contact.

📄 The Russian Foreign Ministry has published a Report “Regarding the actions (and inaction) of the authorities of Italy, Germany and Japan, resulting in destruction and falsification of history, justification of fascism and its accomplices”.

✍️ In the year marking the 80th anniversary of the Great Victory over Nazism (World War II), not only in Russia but across the world many are rightly asking: to what extent have the lessons of the struggle against Nazism, fascism and militarism truly been learned?

Public opinion – both in countries friendly and unfriendly to Russia – that remembers the horrors of that time is witnessing the dangerous attempts of certain present-day leaders and political elites to distort objective reality, destroy and rewrite the history of World War II, revise its outcomes, whitewash war criminals who devised and implemented the theory of racial superiority, and glorify collaborators who aided the Nazis.

🤐 In a number of states, the information regarding the crimes of Hitlerism is being deliberately silenced, while the glorification of Nazism and rewriting of WWII history have been elevated to the level of official policy.

Particularly alarming is the fact that these destructive processes are advancing most rapidly in Germany, Italy and Japan – the very founders of the aggressive Axis bloc, which during World War II was opposed by the Anti-Hitler Coalition.

Revisionist tendencies are gaining ground in Germany. The false thesis about the “equal responsibility of two totalitarian regimes” for unleashing WWII has long become a cornerstone of Germany’s remembrance culture, while the results of the post-war settlement are now the main target of official propaganda.

Germany’s process of atonement for the crimes of the Nazi regime is largely limited to the theme of the Holocaust, while the memory of Soviet victims is deliberately ignored.

🇷🇺🇧🇾 It is therefore not surprising that, in this atmosphere, German law-enforcement authorities saw no violation of the law in the actions of the leadership of the former Nazi concentration camp museum Dachau, which ordered staff to remove ribbons in the national colours of Russia and Belarus from wreaths laid during a commemorative ceremony marking the 80th anniversary of Victory.

The revanchist core of Japan’s modern policy is clearly reflected in Tokyo’s persistent imposition of false interpretations of events of the mid-20th century that determined the fate of humanity.

Since the coming to power in October 2022 of the centre-right government in Italy led by Giorgia Meloni, there has been a noticeable trend towards greater tolerance by the authorities for the increased apologetics in some parts of society for the “values” and “achievements” of the fascist regime, as well as public reproduction of symbols and rituals of the fascist Ventennio. During her time in office, the Prime Minister herself has never once made a statement of firm and unequivocal condemnation of fascism.

❌ Since 2022, Germany, Italy and Japan have consistently voted against the annually tabled resolution introduced by Russia and other co-sponsors at the UN General Assembly “Combating glorification of Nazism, neo-Nazism and other practices that contribute to fuelling contemporary forms of racism, racial discrimination, xenophobia and related intolerance”.

❗️ This is the first time in history that members of Hitler’s wartime Axis coalition have openly voted against a document condemning the glorification of Nazism and all forms of racial discrimination.

The fact that these states – directly responsible for the deaths of tens of millions – now vote against a resolution calling for the prevention of Nazism's revival raises serious questions about the ideological processes under way in these countries and in the West at large. It is also evident that these states have chosen to ignore the obligations and pledges they assumed when joining the United Nations.

🎙 Russia's Permanent Representative to the UN Vassily Nebenzia’s answers to media questions on the occasion of assuming UNSC Presidency by Russia (October 1, 2025)

Major talking points:

#KeyEvents

• The Council will travel to Addis Ababa in October. Russia is honored to be leading the UNSC together with our co-leads in Somalia. A new department – on Partnerships with Africa – has been recently established in the Russian Foreign Ministry. Therefore, the visit to Addis will be the highlight of our Presidency.

• October 23 – open debate on the Middle East: The unfolding catastrophe in Gaza will be in the focus of the Council’s attention. We expect Deputy Special Coordinator Ramiz Alakbarov to brief the Council.

• October 24 – the UN Day (80th Anniversary of the UN Charter): an open debate titled UN: Looking into the Future. Aim: strict implementation of the principles of the UN Charter, restoring confidence in the Organization and long-term vision for its future. We expect the Secretary-General to brief the Council.

• October 6 – Women, Peace and Security: it is the 25th anniversary of the UNSC seminal Resolution 1325. This event hold special importance to us, as the Soviet Union pioneered the women’s agenda more than a hundred years ago promoting equal rights.

• Our Western colleagues who initiated the so-called “snapback”, the legitimacy of which we do not recognize, forfeited a diplomatic solution by initiating an illegal procedure while being serial violators of Resolution 2231. Russia and China offered to extend Resolution 2231 to give diplomacy a chance, which they basically killed. We do not recognize this “snapback” as coming into force. We are not, frankly, happy that the Secretary-General rushed to implement the resolution, which has obvious legal flaws.

• We are looking forward to direct or indirect negotiations with the US that can bring results. Such dialogue is not happening now, and this situation is fraught with major escalation around Iran, opening the door to attempts to end its nuclear program – yet another destabilizing factor in an already fragile Middle East.

• We emphasize that the UN is indispensable, that its Charter must be applied in its entirety, and that attempts to bypass or weaken the Organization with "exclusive clubs" undermine global peace and security. Russia advocates a more representative, multipolar UN that reflects the voices of the Global South.

• The UN is a reflection of the geopolitical situation that is in the world. Should we blame the Organization for it? For me, the UN is a sum of its Member States. If they cannot agree on anything, it is unfair to blame the UN for it. Margaret Thatcher said once that if you want to blame the UN, go and look in the mirror.

📑 The Ministry of Foreign Affairs of the Russian Federation, as per an annual tradition, has issued a Report regarding the Situation with the Glorification of Nazism and the Spread of Neo-Nazism and Other Practices That Contribute to Fueling Contemporary Forms of Racism, Racial Discrimination, Xenophobia and Related Intolerance

This report is an important part of the ongoing efforts by Russian MFA to draw attention to the manifestations of various forms of glorification of Nazism and neo-Nazism, racism, racial discrimination, xenophobia, and related intolerance in a number of foreign countries.

The document devotes significant attention to the policy pursued by certain states, primarily the Baltic countries, Poland, Ukraine, and Moldova, aimed at eradicating on their territories the Soviet-era legacy and memorial heritage that honours those who fought against Nazism.

The aforementioned countries are escalating efforts to falsify the history of WWII to justify Nazi ideology. The report also reflects the line of Western countries aimed at inciting rampant Russophobia.

❗️ These negative processes have either emerged or intensified there and are presented as a means to counter the Special Military Operation by Russia's Armed Forces, which our country is conducting to denazify and demilitarize Ukraine and protect the civilian population of #Donbass. Consequently, the overt glorification of Nazism and the whitewashing of Nazi collaborators have, in fact, become a form of support for its modern-day adherents in Kiev.

Certain adherents of integration with Europe are themselves equating European values with Nazism. It is no wonder that modern European actors are trying to diminish the significance and, most importantly, blur the verdict of the Nuremberg Tribunal 👉 the very existence of its verdict is a great obstacle for the current adherents of the "rules-based order" supporting modern Nazis.

Substantively, this report is based on the provisions of the thematic Resolution "Combating glorification of Nazism, neo-Nazism and other practices that contribute to fuelling contemporary forms of racism, racial discrimination, xenophobia and related intolerance," which the Russian Federation, together with a broad range of co-sponsors from all regions, submits annually to the UN General Assembly for consideration.

The overwhelming majority of UN Member States share Russia's position on opposing glorification of Nazism and justification of racism. Unprecedented pressure from the "collective West" cannot change this reality. In 2024, Russia's resolution was supported by 119 states, a clear majority of the international community.

Particular concern is raised by the solidarity of states that once belonged to the Nazi Axis, casting doubt on the sincerity of Germany, Italy, and Japan in their proclaimed repentance for the war crimes and crimes against humanity they committed during WWII. The bitter irony is that such a sacrilegious attitude toward the memory of the victims of Nazism, fascism, and militarism is displayed in the very year marking the 80th Anniversary of the Victory over Nazism.

The Report itself is divided into national segments, where the situation in certain countries, mainly those suffering from various manifestations of Nazism or even themselves, such as the Kiev regime or the Baltic States promote Neo-Nazism on a state level.

The manifestations of racial discrimination and glorification of Nazism pose a direct threat to the fundamental values of genuine democracy and human rights, and represent a serious challenge.

Russia, together with its like-minded partners, will continue to oppose such racist and neo-colonial practices by every possible means.

🎙 Russia's Foreign Minister Sergey Lavrov’s answers to media questions following the 22nd annual session of the Valdai International Discussion Club (Sochi, September 30, 2025)

❓ Question: As you know, China has recently put forward a global governance initiative at the SCO summit. Russia supported this initiative. What do you think is the practical significance of this proposal? Was the possibility of any joint actions within the framework of this global governance initiative discussed at the SCO and BRICS platforms?

💬 Sergey Lavrov: The initiative was put forward just the day before the summit. To be precise, we learned about it on the eve of the SCO meeting. Nevertheless, we believe it is useful, since it is aimed at setting right the situation in which global governance mechanisms have been completely subordinated to the West.

Take the International Monetary Fund, for example, where the United States is blocking the decision to increase quotas for countries of the Global South. Or the World Bank, where the West openly abuses its dominance.

The World Trade Organisation also requires reform. For many decades, the United States has been blocking the work of its Dispute Settlement Body, above all to prevent this body from considering complaints brought by China over discrimination and blatant violations of WTO rules by Western countries.

And, of course, the United Nations. Reform of the Security Council and other UN bodies must be fair. This includes reform of the Secretariat, where key positions – those that essentially determine the functioning of the entire UN system and the allocation of financial resources – have long been monopolised by representatives of NATO and the EU. This situation is unsustainable. We will consistently advocate for reform of global governance.

As for practical aspects, we expect our Chinese colleagues, as the initiators of this proposal, to further elaborate their approaches. We will actively support them in this effort.

❓ Question: There have been many bold statements coming from Washington recently. The US President’s Special Envoy, Keith Kellogg, in an interview with Fox News, claimed that Ukraine allegedly has permission to strike deep into Russian territory. The US Vice President, J.D. Vance, has stated that the issue of supplying Ukraine with long-range Tomahawk cruise missiles is under discussion. Does Moscow view this as an act of pressure from the United States on Russia? How will the Russian authorities respond diplomatically?

💬 Sergey Lavrov: I believe this is, first and foremost, a result of pressure from Europe on Washington. The United States wants to demonstrate that it takes the opinions of its allies into account. I do not think we are dealing with a decision that has already been made. The Americans do not supply Tomahawks to just anyone. If I am not mistaken, among Europeans, only Spain and the Netherlands have received them. They have been somewhat cautious with others.

If they consider Ukraine to be a responsible state that will use them responsibly, that would be... surprising.

Indeed, Keith Kellogg and J.D. Vance have spoken about this. Incidentally, Keith Kellogg generally takes an entirely pro-Ukrainian stance. Although US President Donald Trump always says that “he is a mediator, and Ukraine and Russia should resolve matters directly,” Keith Kellogg recently publicly advised the Ukrainian regime to accept reality and de facto agree that the territory is as it is now. He suggested that they should not worry about it, as, for example, the Baltic states were part of the Soviet Union, and the US did not recognise them de jure, but they later became free. “The same applies here,” said Keith Kellogg. This diverges from the position held by President Donald Trump. There are many spokespersons who simply promote the Ukrainian agenda.

The Kremlin has already made its position quite clear. Even if these Tomahawks end up in Ukraine, it will not change the military situation.

💬 President of Russia Vladimir Putin: Friends, citizens of Russia,

I extend my heartfelt congratulations on this holiday – the Day of Reunification of the Donetsk and Lugansk people’s republics, and the Zaporozhye and Kherson regions with our vast, united country.

Three years ago, in referendums held in Donbass and Novorossiya, millions of our compatriots freely and independently chose their future.

They fulfilled a dream cherished for many years and made a momentous, historic decision: to be with their Fatherland, with Russia, to return to their native family of which they had always been a part. Together, we did what had to be done, and we are proud of it. We supported our brothers and sisters in their resolute and responsible choice.

Today, in defence of that choice, our soldiers and commanders go into battle, while the entire country works and fights for a just cause.

Together we defend our love for the Motherland and the unity of our shared history. We fight and prevail, safeguarding our vital national interests, our common memory and values, the Russian language, traditions, culture and faith, as well as our sacred right to honour the feats of our forefathers, generations of true patriots of Russia, both warriors and workers. Together, shoulder to shoulder, we will continue to build our common home – a great and independent nation, a sovereign state. We will overcome every trial and emerge even stronger.

I know how difficult life remains for the people of the liberated cities and towns. There are many urgent, pressing problems, including fundamental issues that affect everyone’s daily life, such as reliable water supply and access to quality medical care. It is not only a matter of restoring what was destroyed in the fighting, but also of repairing infrastructure that had been neglected for decades.

That is why a large-scale programme of socioeconomic development has been launched – in essence, the revival of our ancestral, historic Russian lands. The whole country, all Russian regions, are taking part. Thanks to their direct involvement and significant federal support, more than 23,500 facilities have been built or renovated in Donbass and Novorossiya since 2022. These include housing and schools, modern medical centres, sports facilities and advanced youth centres. Energy, communications, utilities and transport systems are being upgraded. Already 460 kilometres of utility networks and 6,350 kilometres of roads have been laid or modernised.

Yes, much remains to be done. But every task we have set will, without doubt, be accomplished. We will create the conditions needed to unlock the enormous potential of Donbass and Novorossiya – industrial, agricultural, scientific and cultural. These territories will become places where new families are created, children and grandchildren are raised, and opportunities grow for education, creativity, self-realisation and professional advancement.

On this holiday, in the Year of the Defender of the Fatherland, I wish to address special gratitude to the soldiers and officers – the true heroes of our time.

Thank you for your loyalty to the Motherland, for your courage and valour, and for the dedication you show every day in your demanding military service.

I am confident that thanks to you, Russia’s security will remain reliably assured and that long-awaited and lasting peace will return to the heroic land of Donbass and Novorossiya.

We are together. And that means all our plans will be fulfilled.

📺 Remarks by Russia's Foreign Minister Sergey Lavrov at the General Debate of 80th Session of the UN General Assembly.

Key points (Unofficial translation):

• 80 years ago the most terrible war in human history came to an end. More than 70 million people fell victim to hostilities, hunger and disease. In 1945 the course of world history changed forever. We hold sacred the memory of brotherhood-in-arms with all Allies who then stood on the side of truth in the struggle against the forces of evil.

• #UNCharterIsOurRules The principles and the Charter agreed upon by the founding fathers of our Organization still serve as a bright beacon for international cooperation.

• We advocate for the unconditional observance of the principle of equality. In it lies the guarantee that all countries can take their rightful place in world affairs, regardless of their military power, population size, territory or economy.

• Russia strongly condemned the Hamas militants’ attack on peaceful Israelis on October 7, 2023. However, there is no justification for the brutal killing of Palestinian civilians, just as there is no justification for terrorism.

• The Arabic language is not banned in Israel, nor is Hebrew in Arab countries or Iran – but the Russian language is banned in Ukraine. Let me recall that Article 1 of the Charter speaks of the need to respect human rights and fundamental freedoms for all, without distinction of race, sex, language or religion. Europe remains silent, obsessed with the utopian goal of inflicting a strategic defeat on Russia.

• The rights of Russians and Russian-speaking people in the territories still under the control of the Kiev regime must be fully restored. On this basis we are ready to discuss the security guarantees for Ukraine.

• Russia and the US bear a special responsibility for world affairs, for avoiding risks that could plunge humanity into a new war.

• The Shanghai Cooperation Organization (#SCO) and #BRICS play a special role as mechanisms for coordination of countries of the Global South and East.

• NATO is already cramped in Europe, and it is expanding into the Pacific Ocean, the South China Sea, the Taiwan Strait, undermining the universal ASEAN mechanisms and creating threats not only to China and Russia but also to other countries in the region.

• Speaking of the future, we must not forget the lessons of the past – especially when Nazism is once again raising its head in Europe, militarization is gaining momentum under the same anti-Russian slogans. This causes particular concern given that a number of political figures, now in power in Brussels and certain EU and NATO capitals, seriously discuss World War III as a possible scenario.

• We call on member states and the Secretariat’s leadership to scrupulously follow all the Charter’s principles – without exception and without double standards. Then the legacy of the UN’s founding fathers will not be wasted.

⚡️ Russia's Foreign Ministry statement on the reasons for Russia’s refusal to participate in the 14th Conference on Facilitating Entry into Force of the Comprehensive Nuclear-Test-Ban Treaty (#CTBT)

On September 26, the 14th Conference on Facilitating the Entry into Force of the Comprehensive Nuclear-Test-Ban Treaty (CTBT) was held on the sidelines of the High-Level Week of the 80th Session of the UN General Assembly in New York. Such conferences are convened biennially per Article XIV of the Treaty until it enters into force, to decide by consensus what measures can and should be taken to enable the start of the full operation of the CTBT as soon as possible.

☝️ The Russian Federation has invariably participated in such conferences and used to make a significant contribution to formulating their final documents. We made substantive and active efforts on the draft resolution of this recent conference as well. However, the results of several months of consultations with other nations’ representatives clearly showed an unbridgeable gap between the views of Russia and Western countries on which steps should be taken to attain the fundamental goal of the Conference.

The wording of the final document of the 14th Conference runs contrary to our stances. We cannot accept the allegations included in this declaration against our ally, the Democratic People’s Republic of Korea.

At one time, Moscow assisted Pyongyang in repelling the aggression of the united West, and this time our allies have made an invaluable contribution to protecting the territorial integrity of the Russian Federation. In this regard, we do not consider it possible to join any anti-Korea statements and documents. Moreover, we note that such politically motivated attacks do not correspond to the goals and objectives of the Conference.

The main reason the CTBT has not entered into force is the United States’ obstructionist policy towards this Treaty. It was exactly the successive American administrations that have not made any effort to ratify the Treaty for almost thirty years. Under the circumstances, we find attempts to attribute responsibility for the fact that the Treaty has not become a truly operating international legal mechanism to the DPRK absolutely unacceptable. Pyongyang’s position is caused by the unparalleled pressure exerted on it by the United States and its allies.

All this made it impossible for us to approve the final declaration of the 14th Conference on Facilitating the Entry into Force of the CTBT and made it meaningless for us to participate in this event even as an observer.

❗️ We emphasise that Russia remains committed to the values of the Treaty.

A striking example of this is the completion on December 14, 2023 of the Russian segment (the second largest in the world) of the International Monitoring System which is a major component of the CTBT verification mechanism. Russia is determined to keep contributing to the entry into force of the Treaty. However, it does not depend on us whether this goal can be achieved.

🎙 Russia's Foreign Ministry Spokeswoman Maria Zakharova’s comment on the situation around Ukraine (September 26, 2025)

💬 Maria Zakharova: The neo-Nazi Kiev regime continues to carry out terrorist attacks against innocent civilians and civilian facilities.

On September 15-24, over 170 Russian civilians were affected by shelling attacks and drone strikes; 27 of them, including a child, died, and at least 159 were injured, including eight minors. The following are facts about the crimes committed by the Ukrainian Armed Forces.

The Kiev regime's recent crimes in Russian regions detailed

On September 24, the Ukrainian armed forces used unmanned surface vessels (USV) and FPV drones in a deliberate attack on the centre of Novorossiysk, killing two civilians, including one child, and wounding 11, including two children. Another three people were treated as outpatients.

Seven residential buildings, a hotel, the Caspian Pipeline Consortium (CPC) office, and 20 automobiles were damaged. On the same day, Ukrainian drones attacked the city of Tuapse, leaving two victims, including a minor.

The CPC plays an important role in ensuring global energy security and implementing economic interests of participating countries, something that is unanimously recognised by all CPC shareholders and the leaders of member countries.

Having committed a terrorist attack on the CPC, the Kiev regime demonstrated that it actually ignores third-country efforts, including efforts undertaken by countries represented at the CPC, to overcome the crisis in interstate relations by peaceful means. The Kiev regime also demonstrates disdain for the state leaders who are personally involved in fine-tuning the peaceful dialogue.

❗️ Let us stress once again that the attack on the CPC is a signal to the EU leadership that should not be surprised to see the Kiev regime increasingly hone its terrorist skills in assaults on their airfields, oil bases, and gas pipelines.



The Kiev elite, mired in corruption and accustomed to dependency, shamelessly seeks to shift the burden of the costs of the war “until the last Ukrainian” onto its European allies, cynically disregarding the growing social and economic problems in their countries. It looks like concerns over a potential shortage of “cannon fodder” for the Ukrainian Armed Forces are causing serious unease at Bankovaya Street. It cannot be ruled out that behind the scenes Zelensky is asking his Western handlers to help Kiev bring back potential recruits who have settled in Europe and other overseas locations.

In short, Kiev’s loyal allies have begun openly assisting the Zelensky regime in its ruthless mobilisation campaign, effectively continuing the war “to the last Ukrainian.”



The Zelensky regime views culture as a separate battlefield against Russia. This is why it has been seeking to cancel everything Russian not only in Ukraine, but also beyond its borders by making hypocritical accusations against our country of trying to erase the Ukrainian identity and destroy national memory at its core. It accused Russia of destroying over 2'000 cultural institutions, cultural heritage sites, pillaging museums, etc.



☝️ All these facts confirm that the goals to de-Nazify and de-militarise Ukraine remain relevant, along with efforts to eliminate threats coming from its territory. Make no mistake, these objectives will be achieved.

🎙 Russia's Deputy Foreign Minister Sergey Vershinin’s remarks at the inaugural session of the Global Dialogue on Artificial Intelligence (AI) Governance (New York, September 25, 2025)

💬 We welcome the decision to establish UN organisations on artificial intelligence: Global Dialogue on AI Governance and Independent International Scientific Panel on AI. We are grateful to Costa Rica and Spain for their good-faith work as coordinators of the talks on aligning the modalities of these formats and for taking into consideration our proposals.

The Russian Side will continue to assist the constructive and substantive operation of the just established platforms. Right now, we see the efforts of selecting experts to the Scientific Panel as a priority. Involving in the representatives of as many countries as possible will make it possible to assure a high-quality research support for the #GlobalDialogue.

Interaction within the Global Dialogue and the Scientific Panel is in line with a policy we share with developing countries, one for consolidating the central role of the United Nations in considering the AI agenda.

☝️ We are confident that the upcoming discussions will contribute to the emergence of a fair international system for regulating this technology based on respect for sovereignty; ensure that developers comply with national laws; and make it possible to pool our efforts as we address the task of creating trusted AI systems, that is, systems resistant to information security threats.

We will have to identify the main areas of focus in the context of efforts to make the most of AI for socio-economic development of states, particularly those in the Global South and East. The reference is primarily to providing access to technologies, surmounting unilateral trade barriers and restrictions, and working out personnel training measures.

Another important area of focus is developing fair technical standards and requirements on AI within the framework of specialised organisations, such as the International Telecommunication Union (ITU). In this connection, we support the decision to hold the Global Dialogue not only in New York but also in Geneva on the sidelines of the AI for Good annual conference held under the ITU aegis.

💬 President Putin: We are gathered here for the Global Atomic Forum. I am delighted to welcome the Heads of State and leaders of international organisations, and I look forward to substantive discussions on a range of issues concerning the present and future of the nuclear industry.

This kind of dialogue is especially important at a time when a growing number of countries and large companies view peaceful nuclear energy as a vital resource for long-term, accelerated development. Public attitudes are also steadily evolving, with nuclear energy increasingly recognised as an environmentally friendly technology that offers enormous opportunities.



We take pride in knowing that Russia is the only country around the world to possess expertise across the entire nuclear power technology chain. Thanks to their safety and resilience to external factors, nuclear power plants built to Russian designs are the most sought-after internationally.

📊 In addition, we are developing small-scale land-based and floating nuclear power plant projects. Just now, the head of Rosatom told us about this [during a tour of the ATOM Museum exhibition]. Very soon, we will start their serial production.

Our principled approach ensures Russia’s leadership.

👉 First, we strictly honour our contractual obligations. I want to emphasise this. We fulfill all our obligations entirely regardless of political circumstances.

👉 Second, we reject “technological colonialism” and do not make our partners dependent on Russian technical solutions. On the contrary, we help them establish their own sovereign national nuclear industries, including personnel training and the creation of competence centres. We enlist local companies, assist in the operation of power units, and ensure the supply of nuclear fuel and waste management.

More than that, we share our experience and knowledge in building other advanced industries of the XXI century, such as nuclear medicine, digital systems, electric transport, and innovative materials. As a result, we help our partners make a genuine development leap, bring their economies to a whole new level of efficiency, and ultimately improve quality of life.

All of this represents an important public and social dimension of our work, a visible confirmation of the fact that equal access to technology, including in the sphere of peaceful nuclear energy, can ensure dynamic yet fair and sustainable global development.

🇷🇺🌍 On September 24, Russia's Foreign Minister Sergey Lavrov and the Heads of the Foreign Ministries of the member states of the Confederation of Sahel States (AES) – Minister of Foreign Affairs and International Cooperation of the Republic of Mali Abdoulaye Diop, Minister of Foreign Affairs, Regional Cooperation and Burkinabè Abroad of Burkina Faso Karamoko Jean-Marie Traoré, and Minister of Foreign Affairs, Cooperation and Nigeriens Abroad of the Republic of Niger Yaou Sangaré Bakary met on the sidelines of the High-Level Week of the 80th Session of the UN General Assembly.

The discussion covered a wide range of issues in the priority areas of cooperation between Russia and the AES, including the deepening of political dialogue and the enhancement of cooperation in security, trade, economic, cultural, and other fields.

A detailed exchange of views took place regarding the situation in the Sahara-Sahel region, with particular emphasis on countering terrorist threats.

The Parties reaffirmed their commitment to strengthening foreign policy coordination on international platforms, including the United Nations Security Council and General Assembly.

We convene for the second time as Foreign Ministers of the member states of the Confederation of Sahel States and the Russian Federation.

We recall how productive our meeting in Moscow this past April was. We would like to continue this very promising format.

We have much in common – not only on bilateral matters such as business, economics, cultural affairs, and defence – but also within the United Nations and other international organisations, particularly in the context of Russia-Africa collaboration.

We are now entering the preparatory phase for the third Russia-Africa Summit, scheduled for 2026. We are confident that the countries represented here will contribute in every possible way to ensure its success.

📑 The Ministry of Foreign Affairs of the Russian Federation, as per an annual tradition, has issued a Report regarding the Situation with the Glorification of Nazism and the Spread of Neo-Nazism and Other Practices That Contribute to Fueling Contemporary Forms of Racism, Racial Discrimination, Xenophobia and Related Intolerance

This report is an important part of the ongoing efforts by Russian MFA to draw attention to the manifestations of various forms of glorification of Nazism and neo-Nazism, racism, racial discrimination, xenophobia, and related intolerance in a number of foreign countries.

The document devotes significant attention to the policy pursued by certain states, primarily the Baltic countries, Poland, Ukraine, and Moldova, aimed at eradicating on their territories the Soviet-era legacy and memorial heritage that honours those who fought against Nazism.

The aforementioned countries are escalating efforts to falsify the history of WWII to justify Nazi ideology. The report also reflects the line of Western countries aimed at inciting rampant Russophobia.

❗️ These negative processes have either emerged or intensified there and are presented as a means to counter the Special Military Operation by Russia's Armed Forces, which our country is conducting to denazify and demilitarize Ukraine and protect the civilian population of #Donbass. Consequently, the overt glorification of Nazism and the whitewashing of Nazi collaborators have, in fact, become a form of support for its modern-day adherents in Kiev.

Certain adherents of integration with Europe are themselves equating European values with Nazism. It is no wonder that modern European actors are trying to diminish the significance and, most importantly, blur the verdict of the Nuremberg Tribunal 👉 the very existence of its verdict is a great obstacle for the current adherents of the "rules-based order" supporting modern Nazis.

Substantively, this report is based on the provisions of the thematic Resolution "Combating glorification of Nazism, neo-Nazism and other practices that contribute to fuelling contemporary forms of racism, racial discrimination, xenophobia and related intolerance," which the Russian Federation, together with a broad range of co-sponsors from all regions, submits annually to the UN General Assembly for consideration.

The overwhelming majority of UN Member States share Russia's position on opposing glorification of Nazism and justification of racism. Unprecedented pressure from the "collective West" cannot change this reality. In 2024, Russia's resolution was supported by 119 states, a clear majority of the international community.

Particular concern is raised by the solidarity of states that once belonged to the Nazi Axis, casting doubt on the sincerity of Germany, Italy, and Japan in their proclaimed repentance for the war crimes and crimes against humanity they committed during WWII. The bitter irony is that such a sacrilegious attitude toward the memory of the victims of Nazism, fascism, and militarism is displayed in the very year marking the 80th Anniversary of the Victory over Nazism.

The Report itself is divided into national segments, where the situation in certain countries, mainly those suffering from various manifestations of Nazism or even themselves, such as the Kiev regime or the Baltic States promote Neo-Nazism on a state level.

The manifestations of racial discrimination and glorification of Nazism pose a direct threat to the fundamental values of genuine democracy and human rights, and represent a serious challenge.

Russia, together with its like-minded partners, will continue to oppose such racist and neo-colonial practices by every possible means.

🇷🇺🇺🇸 On September 24 in New York, on the sidelines of the High-Level Week of the 80th Session of the UN General Assembly, Minister of Foreign Affairs of the Russian Federation Sergey Lavrov met with US Secretary of State Marco Rubio.

The Heads of the foreign offices exchanged opinions on the Ukraine crisis settlement as a follow up to the understandings reached at the Russia-US Summit in Anchorage.

The Parties have reaffirmed mutual interest in the search for peaceful solutions.

Sergey Lavrov emphasised our country’s readiness to adhere to the line developed by the Russian and US leaders in Alaska, including to coordinate efforts with the US Side to remove the root causes of the Ukraine conflict. The Minister stressed the unacceptability of the schemes intended to protract the conflict promoted by Kiev and some European countries.

The Parties compared their positions on the entire bilateral agenda including the prospects of restoring their socio-political contacts. They have reaffirmed the importance of using the impetus given by Russian and US presidents to the process of normalising bilateral relations. Both Parties noted the need for activating efforts to restore regular functioning of their diplomatic missions.

🤝 The Sides have agreed to maintain constructive dialogue between the Russian and US foreign offices.

🎙 Statement by First Deputy Permanent Representative of the Russian Federation to the United Nations Dmitry Polyanskiy at the UNSC meeting on Ukraine (New York, September 22, 2025)

💬 Dmitry Polyanskiy: Just last week, in this very chamber, we were compelled to listen to baseless allegations that Russian drones had violated Polish airspace, yet not a single piece of substantiated evidence has been provided so far to verify their Russian provenance.

It is also telling that a few days later, it came to light that the incident involving the damaged roof in the Lublin Voivodeship – which had become central to this anti-Russian campaign – was, in fact, caused by an errant missile launched from a Polish fighter jet.

We treat any accusation against our armed forces with the utmost seriousness, and our first step is always to establish the facts to understand what truly happened. To that end, we promptly proposed bilateral consultations with Warsaw to ascertain the situation.

Yet, we have received no meaningful response.

Today, we are compelled to observe the second part of this performance entitled “Blame Russia for Everything.” Our neighbors have now conceived that Russia is at fault for an incursion into Estonia's airspace. As always, there is no evidence, except for the Russophobic hysteria coming from Tallinn, which was vividly demonstrated today.

Meanwhile, the facts prove that on September 19, three Russian MiG-31 fighter jets made a scheduled flight from Karelia to an airfield in the Kaliningrad region. The flight was conducted in strict accordance with the International Rules for the Use of Airspace.

👉 The Russian jets did not veer off the agreed route nor did they cross Estonian airspace.

Their flight path passed over neutral waters of the Baltic Sea, over three kilometers from the island of Vaindloo. This is confirmed by objective monitoring data.

We understand that the hysteria of our European colleagues is to a large extent geared towards bringing the new US administration headed by President Trump back to an anti-Russian course and finally undermining the agreements and understandings reached by the Russian and American presidents in Alaska a month ago.

🎙 Excerpt from the statement by President of Russia Vladimir Putin at a meeting with permanent members of Russia's Security Council (September 22, 2025)

💬 President Putin: I would like to begin with an issue of prime importance, one that is critical to safeguarding our national interests, Russia’s sovereignty, and, without exaggeration, international security as a whole.

I am referring to the situation in the realm of strategic stability, which, regrettably, continues to deteriorate. This is driven by a combination of factors, which are negative, compounding existing strategic risks and generating new ones.

As a result of the destructive actions previously taken by the West, the foundations of constructive relations and practical cooperation between nuclear powers have been significantly undermined.

The basis for dialogue within relevant bilateral and multilateral frameworks has been eroded.

Gradually, the system of Soviet-American and Russian-American agreements on nuclear missile and strategic defence arms control – long relied upon to stabilise relations between the two largest nuclear powers and to enhance global security – has been nearly dismantled.

☝️ Let me emphasise and let there be no doubt: Russia is fully capable of responding to any current or emerging threat, not with words, but through concrete military-technical measures.

A clear example is our decision to end the unilateral moratorium on the deployment of ground-based short- and intermediate-range missiles. This was a forced move needed to ensure an adequate response to the deployment of similar US and other Western-made weapons in Europe and the Asia-Pacific region, which poses a direct threat to Russia’s security.

Let me remind you that the last major political and diplomatic achievement in the field of strategic stability was the conclusion of the Russian-American New Strategic Arms Reduction Treaty (New START) in 2010. However, owing to the profoundly hostile policies of the Biden administration, which undermined the fundamental principles on which this treaty was built, its full implementation was suspended in 2023.

Nevertheless, both Parties have declared their intention to continue voluntarily observing the central quantitative limits of the strategic offensive arms treaty until its expiry.

For nearly 15 years, this agreement has played a constructive role in maintaining balance and predictability in the sphere of strategic offensive weapons.

The New START Treaty will expire on February 5, 2026, signalling the imminent end of the last international accord directly limiting nuclear missile capabilities.

A complete renunciation of this treaty’s legacy would, from many points, be a grave and short-sighted mistake. It would also be adverse to the objectives of the Treaty on the Non-Proliferation of Nuclear Weapons.

In order to prevent the emergence of a new strategic arms race and to preserve an acceptable degree of predictability and restraint, we consider it reasonable to maintain in these turbulent times the status quo established under New START.

❗️ Accordingly, Russia is prepared to continue observing the treaty’s central quantitative restrictions for one year after February 5, 2026.

Following that date, based on a careful assessment of the situation, we will make a final decision on whether to uphold these voluntary self-limitations. We believe that this measure is only feasible provided the United States acts in a similar spirit and refrains from steps that would undermine or disrupt the existing balance of deterrence.

I believe that Russia’s initiative, if implemented, could make a substantial contribution to creating the conditions necessary for a substantive strategic dialogue with the United States – provided, of course, that the grounds for its full resumption are secured and that broader steps are taken to normalise bilateral relations and remove core security contradictions.
