"Putin, at a press conference following talks with Macron, commented on statements about the purely defensive nature of NATO:

“They are still trying to reassure Russia with arguments that NATO is a peaceful and purely defensive organization. Citizens of many states — Iraq, Libya, Afghanistan — were convinced by their own experience of how true this is.

And, in fact, the corresponding large-scale military operation against Belgrade is, of course, an event far from what a peaceful organization could carry out.

The President of the Russian Federation stressed that Moscow's main concerns regarding security guarantees were ignored. He called the alliance's "open door" policy a free interpretation of NATO principles by the United States and other countries."
