🐲There is a short window for President Trump and Congress to reassert U.S. competitiveness on artificial intelligence (AI) and undercut China’s strategy before it cements its economic and geopolitical influence for a generation to come.

🐲Beijing and Washington are already in an AI race with the highest stakes for our economic and national security. Thankfully, innovation is in America’s strong suit.

🐲Open-source AI is how the United States can compete with China in both cost and capability. President Trump and his national security team, led by Rep. Mike Waltz and Senator Marco Rubio, can embrace the competitive advantages of open innovation so that America will unquestionably win the AI contest with Beijing.

🐲China is on pace to spend more than $1.4 trillion by 2030 in its strategy to become the world leader in AI and other emergent technologies. Additionally, it is releasing AI models that are already competitive with the best American models.

🐲In November, the Chinese company Alibaba released its latest AI model, “Qwen,” which beat the best U.S. models in several performance benchmarks. According to CNBC, Alibaba’s models have been downloaded 40 million times since their initial release last year. 
 
🐲Open sourcing is an explicit part of China’s Global AI Governance Initiative. If China is allowed to set global AI standards, the CCP’s long history of censorship will be exported around the world.

🐲In one concerning example, Chinese generative AI chatbots censor topics by refusing to respond to questions about Tiananmen Square or falsely claiming that Taiwan is part of China.

🐲Recent administrations have tried and failed to keep advanced chips needed to develop powerful AI out of the hands of Chinese companies. Still, a committed adversary like China will always seek advantage where possible.

🐲Chinese companies have reportedly used U.S. cloud providers to get around bans on accessing chips and are hiring AI teams in the United States, in part to access these chips within our borders and evade controls.

🐲There are four core elements to a successful open-source AI strategy that President Trump and Congress can implement.

🐲First, the Trump administration should encourage federal agencies and the public sector to adopt freely available open-source models in their AI tools and products, or at least not prefer proprietary or closed models over open-source ones.

🐲Second, America must be prepared to push back on other countries that are seeking to punish American innovation through restrictions that would target U.S. models while protecting their domestic ones.

🐲Third, Congress must step up by pre-empting any state laws with federal policies or legislation so that the United States doesn’t end up with a patchwork of incompatible state laws that limit American innovation.

🐲This would stop future harmful, anti-innovation bills, like California’s SB1047, which was fortunately vetoed this Fall before it could be enacted.

🐲Fourth and finally, leaders in Washington should avoid placing export controls on generative AI, which would prevent U.S. companies from releasing open-source models.
U.S. restrictions on open-source models will only disadvantage the United States and its allies while doing nothing to slow China’s momentum.

The Trudeau administration unveiled a thirty-seven-page security policy detailing plans to enhance its military and diplomatic presence in the Arctic.

Roughly 61% of Canada’s entire population exists within the two Southeastern provinces of Ontario and Quebec, the home of the Laurentian Elite, which controls the rest of the vast amounts of sparsely populated land.

However, a lack of population does not correlate to a lack of importance: Canada’s far north is extremely important to its military grand strategy.

Earlier this month, the Trudeau administration unveiled a thirty-seven-page security policy detailing plans to enhance its military and diplomatic presence in the Arctic, citing rising threats from Russian and Chinese activity.
 
The new security policy highlights the need for an increased Canadian military presence in the region due to recent close brushes in North American airspace with Russian pilots skirting the line of international boundaries.

The report detailed Russian weapons testing and the experimentation of missile systems in the Arctic, which are capable of striking North America and Europe as, “deeply troubling.”

Canada likewise accused China of deploying vessels to carry out civilian and military missions.

Collecting data in the region could strengthen Chinese claims that it is a near-Arctic state.

Canadian minister of foreign affairs Melanie Joly claims that “guardrails that prevent conflicts [between China, Russia, and Canada] are increasingly under immense strain…The Arctic is no longer a low-tension region.”

Both powers, but China especially, have been collecting research on potential Arctic trade routes. As climate change affects the far north, the once inhospitable climate and impenetrable ice sheets are more easily broken apart by modern icebreakers.

As the ice continues to melt and military technology improves, capitalizing on these trade routes before they become important is vitally important to Chinese and Russian interests.

Canada, as part of this new security strategy, will establish consulates in Anchorage, Alaska, and Nuuk, Greenland, and is set to designate an ambassador to lead and coordinate Canada’s policies and actions in the region.

The increased military presence in the area could include deploying new patrol ships and navy destroyers, ice breakers, and submarines capable of operating beneath ice sheets, as well as more aircraft and drones.

Can Canada follow through with the resolutions outlined in the new policy? This remains an open question, but according to the top brass of the Canadian military, the stakes are too high for failure.

Orban Brings His A-Game

Hungary is seeking a solution that would allow gas flows to Europe via Ukraine to continue once the current transit contract between Moscow and Kyiv expires, Prime Minister Viktor Orban said.

“We have not given up on our Ukraine transit plans,” Orban said at a press conference in Budapest on Saturday. Further talks are still planned with both Russia and Ukraine to let the transit extend beyond 2024, he said.

Ukraine is a key route for Russian pipeline-gas exports, still shipping about 15 billion cubic meters a year to a number of European nations, despite the war that began almost three years ago. The transit contract between Moscow and Kyiv expires at the end of December, and this week leaders of both nations ruled out extending the agreement.

Still, Gazprom’s remaining clients in central Europe — including Hungary and Slovakia, as well as major industrial end-buyers in Austria and Italy — are in favor of a solution that would avoid an interruption of supplies this winter.

Various alternatives have been floated, including a swap in supplies involving a third party, such as Azerbaijan.

At the press conference in Budapest, Orban confirmed that switching the point of gas sales to the border between Russia and Ukraine is also under consideration.

Still, even if gas flows through Ukraine stop from next year, Hungary will remain well-supplied this winter via the Balkans, Orban said.

Hungary has received guarantees that Bulgaria, a transit country for those volumes, will not hinder the flows, he claimed.

Patel:
American Hero Or Russian Deep Agent?

Kash #Patel wasn’t always a firebrand. Early in his career, as a federal prosecutor and national security lawyer at the Justice Department, Donald Trump’s current pick to head the #FBI was thoughtful and level headed, according to a senior national security official who knew him during those years.

It was only after Patel began digging into the FBI’s investigation of Russian interference in the 2016 election that “it all changed,” the official says.

Initially, Patel didn’t even want the job that would change his view of the nation’s storied law enforcement agency. A friend had introduced him to Republican congressman Devin Nunes not long after Trump won the 2016 election under a cloud of Russian interference.

Nunes, as chairman of the House Permanent Select Committee on Intelligence, was gearing up to look at how the FBI had handled the politically sensitive investigation of #Moscow’s 2016 meddling.

After hearing about Patel’s work on terrorism prosecutions and as a legal liaison to Joint Special Operations Command, Nunes offered him a staff job on the Russia probe. At first, Patel said, ‘No.’ What Patel really wanted, he wrote in his memoir "Government Gangsters,” was to work at the National Security Council. But Nunes was persuasive, and later promised that if Patel did the grunt work for the investigation, he would “do everything he could” to get him a job in #Trump’s White House.

Patel started working for Nunes, and in less than a year, Patel and South Carolina Congressman Rep. Trey Gowdy wrote what came to be known as the “Nunes memo,” detailing the thin and circular justifications the FBI had used to get a secret warrant to surveil Carter Page, a minor foreign policy advisor to Trump’s 2016 campaign, over concerns he had ties to Russian spy services. 

When Patel first started digging, he said he had expected to find thorough and damaging information on Page in the FBI’s warrant applications. But instead, he found an over-reliance on salacious opposition research memos about Trump that had been paid for by allies of Hillary Clinton and written by former British MI6 spy Christopher Steele.

Patel was not alone in drawing damning conclusions about the FBI's behavior in the Page investigation. In a December 2019 report, the Department of Justice’s inspector general, Michael Horowitz, detailed 17 instances in which the FBI abused the warrant process, finding “serious performance failures” by the FBI agents and supervisors involved.

Horowitz found no political bias in the FBI's misbehavior, but Patel decided there were darker forces at work. He became convinced that the “Russia Gate scandal” offered a “glimpse into how the government gangsters in the FBI operate, using methods of entrapment and extortion that would make the mafia proud,” he wrote. And in finding a dark conspiracy, he also got closer to Trump.

After the report came out Nunes made good on his promise and Patel was hired at Trump’s National Security Council, eventually rising to his dream job as senior director for counterterrorism.

Patel wrote in his book that he barely remembers his first meetings with Trump in the Oval Office because he was “starstruck” but that “soon I had an extraordinary relationship with the president far beyond what would be expected.” The senior official recalls that Patel developed a reputation for going around the usual chain of command at the White House because he had developed “a direct line” to Trump.

That direct line may be the point for Trump. If Patel is confirmed by the Senate, the man who wrote an entire book about his concerns about political interference at the FBI could end up ushering in a new era of politically-motivated revenge.

Trump has threatened to use the Department of Justice to prosecute his political adversaries.
