Delayed start: On IPL 2020

The IPL remains a big draw, but it should not put public health at risk

The Indian Premier League (IPL) marches to a beat of its own. It may lack the enduring international appeal of the World Cup, the Ashes or tussles featuring India and Pakistan, yet for a domestic cricket league that blends the local with the global, the IPL has commercial heft and guarantees annual thrills. Since its launch on an April night at Bengaluru in 2008, the league gained traction and also suffered controversies. The 2013 spot-fixing crisis forced a cleansing exercise within the Board of Control for Cricket in India (BCCI) but the tournament continued unhindered. Even two general elections could not stop the IPL as South Africa conducted the event in 2009 while the United Arab Emirates (UAE) staged the first half during 2014. But the current year, wilting under a raging pandemic, has altered life and routines. The IPL, slotted for the summer, was postponed. For a sporting brand valued at ₹47,500 crore and head-lined by blue chip cricketers, the stakes are high and the BCCI scouted for a window to prop up the league. Opportunity arose when Australia shelved the ICC Twenty20 World Cup from October 18 to November 15. With India still grappling with coronavirus, the UAE stepped in and the IPL will be held there from September 19 to November 10, subject to the central government’s approval, now deemed a formality.

Essentially a recreational activity, sport is also considered as war minus the shooting and even the IPL is not immune to the resultant pressures. Once the league’s governing council mentioned over the weekend that Vivo, the cellphone company with Chinese roots, will continue to be the title sponsor, all hell broke loose. The border stand-off on the icy Himalayas was bound to have its economic repercussions in an atmosphere rippling with nationalistic fervour. For now both Vivo and the BCCI have blinked, a separation is certain, and the hunt for a lead sponsor is on. If commerce is one headache to be dealt with, the bigger migraine is the absolute importance that has to be given to conducting the tournament in bio-secure bubbles at Dubai, Abu Dhabi and Sharjah. With eight squads and 60 games spread over 53 days, the organisers cannot afford any slip even if spectators are kept at bay. Recently, England speedster Jofra Archer reacted to a basic human urge — the need to go home, but in these fraught times, his move almost put the entire England-West Indies series in peril as he had breached medical protocols. West Asia with its Indian diaspora has its distractions and the IPL officials have to ensure that while cricket prospers on the turf, the larger picture of health is not ignored. The virus remains a threat, and the thirst for profit should not override public health concerns.

Toxic brew: on the increase of liquor tragedies

Liquor tragedies can be prevented if States close the gap for hooch, ensure accountability

Once again, the scourge of illicit liquor has struck, this time in Punjab, killing more than 100 people and leaving many crippled. The victims, in Amritsar, Tarn Taran and Gurdaspur districts, were sold hooch that apparently had a large amount of denatured alcohol. The State government, which is responsible for both excise and law and order, has sanctioned financial relief for the affected families, and suspended some policemen and officials in charge of excise enforcement. Wiser after the fact, the police claim that there was an inter-district racket in operation and made several arrests; on the other hand, the kith and kin of those who died say the illicit brew was peddled virtually in the open by small-time vendors, some of whom have now been arrested. There are echoes in the tragedy of last year’s two major incidents involving Uttar Pradesh and Uttarakhand, and Assam, both witnessing large-scale loss of life. Moreover, there have been fatal outcomes during the COVID-19 pandemic, as people desperate for alcohol consumed hand sanitiser as a substitute, most recently in Andhra Pradesh. Almost every year, India’s moonshine market inflicts tremendous destruction in the form of blindness, tissue damage and death, as commercial alcohol becomes expensive for the less affluent, and corrupt bureaucracies allow that void to be filled by illicit liquor vendors who almost invariably use toxic methanol instead of ethanol.

Policies that fail to contain illicit alcohol produce long-term health impacts, as people tend to consume brews that have higher concentrations of alcohol, or toxic substances such as methanol. This should be particularly alarming for Punjab, which continues to simultaneously battle significant levels of narcotic drug use. From a medical viewpoint, the availability of licit spirits that contain lower alcohol levels, combined with a sustained public health campaign to wean people away from the drinking habit and to warn them about the effects of contaminants are key interventions. Health communication about harm from alcohol is particularly relevant during the pandemic, since there is evidence of reduced immunity to viruses among those who are chronic alcohol consumers. As the World Health Organization points out, governments should regulate the quality of legal alcoholic drinks, while actively tracing and tracking illicit alcohol. This can be achieved only through cooperation from the community, particularly from women’s groups. Tragically, several States give low priority to revamping the excise administration and policing, paving the way for episodic death and misery. They must show determination to end the flow of toxic brews that kill scores almost every year. The capability of the health system in every district needs to be raised, to reduce the damage from methanol through immediate, simple detoxification therapies.

Time to unlock: On a year after the removal of J&K's statehood

J&K can return to normalcy only with full Statehood and release of political prisoners

At least two dozen politicians in Jammu and Kashmir remain in detention, some unnotified, a year after it was deprived of its Statehood and special constitutional status on August 5, 2019. Last week, Peoples Democratic Party (PDP) president and former Chief Minister Mehbooba Mufti’s detention was formally extended by another three months under the J&K Public Safety Act, but several others remain restrained within their homes in Kashmir, which is now a Union Territory under the rule of Delhi. Last week again, the administration flat out denied before the Supreme Court that former Union Minister and Congress leader Saifuddin Soz was under detention, though he has been restrained from moving and speaking freely. He was allowed to visit his ailing sister but denied a meeting with his daughter by the police on Friday. Neither the J&K government nor the Centre has released a list or number of leaders who were detained last year. At least 16 National Conference and eight PDP leaders are under house arrest, according to these parties. Former IAS officer and chief of the J&K People’s Movement Shah Faesal and Awami Ittehad Party leader Engineer Rashid are in detention too. Peoples Conference (PC) chief Sajad Lone was released after 360 days in detention, last week. Two former Chief Ministers, Farooq Abdullah and Omar Abdullah were released in March.

The 2019 move of the Bharatiya Janata Party government at the Centre went beyond the strident Hindutva position against the special status of J&K by reorganising it as two Union Territories. The wisdom of the decisions remains an open question, though they refurbished the BJP’s claims of muscular nationalism. The dubious legislative route that the Centre took and the communication restrictions on the population that followed cast a shadow on India’s standing as a constitutional democracy. The judiciary — the J&K High Court and the Supreme Court — has not shown any alacrity to settle the constitutional and legal questions raised before it and in fact, appeared to privilege the Executive’s position in the last one year. Some scholars have linked the continuing Chinese aggression in Ladakh to the change in J&K’s status. The spirit of Indian federalism has been weakened. Mainstream politics in J&K has become impossible with leaders in detention and those released reportedly undertaking to stay away from any public discussion on J&K’s future. This is not a sustainable situation if India wants to protect its global reputation and uphold the faith of its own citizens. There are two steps the Centre can take to start a conversation with the people of J&K — release all political prisoners and restore its Statehood. These will be wise steps towards healing and progress in J&K.

Fraudulent claims: On Trump’s poll delay talk

In election postponement talk, Trump sought to cast doubts on integrity of electoral process

President Donald Trump imperilled the confidence of his fellow citizens in the November 2020 U.S. presidential election, when he asked via Twitter whether he ought to postpone it due to concerns surrounding the possibility of fraud owing to mail-in voting. This form of voting, which includes absentee voting but can include broader measures for voting via the postal system, is expected to occur on a large scale owing to social distancing measures necessitated by the COVID-19 pandemic. His tweet has raised a furore, with speculation that the President may be toying with the idea of delaying the democratic exercise beyond November 3 after trailing his Democratic challenger, former Vice-President Joe Biden, in the opinion polls. The U.S. elections, the dates for which are fixed by federal statute through Congress, have never in history been delayed, including during the Civil War era and the World Wars. Further, five States offer universal mail-in voting to all their registered voters. Nevertheless, this is not even the first occasion on which the 45th President has lashed out at mail-in voting as a fraudulent process. In May 2020 he attacked the California government for sending out mail-in ballots and was swiftly fact-checked by Twitter, showing little evidence to support the claim that mail-in voting will lead to fraud.

While it is safe to assume that there is a near-negligible chance of the election getting postponed, principally due to the wisdom of the country’s founding fathers in separating power across the executive, legislature and judiciary, the bigger question that looms in the shadow of the first Trump presidency is the damage done to the fabric of American democracy so far. At the formal level, Mr. Trump has suffered the ignominy of being only the third U.S. President ever to get impeached by the House of Representatives, on the serious charges of abuse of power, potentially including a compromise of national security involving a foreign government, and of obstructing justice during a Congressional investigation into allegations of wrongdoing against him. However, even this political embarrassment pales in comparison to the torrents of hateful rhetoric associated with his administration. Racism, sexism, xenophobia, nativism and economic and geopolitical isolationism appear to be the buzzwords that have shaped White House policy outlook since 2017. The sheer depth of rancour and disenchantment that this has generated across America can only be understood over the decades to come. Now, with exactly three months remaining until the scheduled presidential poll, voters at last have an opportunity to ask themselves whether their rightful indignation about elitism and stasis in Washington warranted electing in a President who brazenly disregarded innumerable tenets of the law.

Contraction slows: On signs of economic recovery

As lockdown restrictions ease, the economy sees the first signs of recovery

The latest data on output at the eight core industries point to tentative signs that the pandemic-spurred economic contraction may have begun to bottom out. Commerce Ministry provisional figures show that while overall production at the infrastructure industries extended their year-on-year decline to a fourth straight month in June, shrinking 15%, the pace at which activity contracted slowed for a second consecutive month following April’s precipitous 37% plunge. The sector-wise performance also affirms that the gradual reopening since June appears to have helped tease back some smattering of demand in the economy. Of the seven industries that extended their contractions, only coal shrank at a faster pace (-15.5%) than in May, when production had declined 14%. Refinery products, the largest weight on the index contributing 28%, shrank 8.9% marking an improvement from the 21.3% contraction seen the previous month. The lifting of restrictions on inter and intra-State movement of persons and goods revived both vehicular movement and, consequently, demand for auto fuels. With personal modes of mobility preferred given the fear of infection, petroproduct consumption grew 11% month-on-month in June. Electricity output too fell at a slower 11% pace than the preceding month’s 14.8% slump, again signalling an uptick in demand from some manufacturing clusters including in western and northern India.

Among the other sectors, while steel production continued to tumble — output shrank by more than a third (-33.8%) from June 2019 — cement appeared to have put the worst behind as urban construction and projects under the rural job guarantee scheme spurred demand. Cement output fell 6.9%, a sharp deceleration in the pace of decline from May’s 21.4% contraction. Fertilizers, the only industry to post growth for a second straight month, however, saw the expansion ease to 4.2%, from 7.5% in May. Still, with monsoon activity above normal so far this year, kharif sowing was almost 14% higher as on July 31 than at the same time in 2019. With the IMD forecasting above average rainfall in August and September as well, the outlook for the agriculture-reliant rural economy is far more promising than for most other sectors. To be sure, the economy is still a fair distance from a sustained turnaround with other data flagging the risks to a recovery. For one, the significant shortfalls in GST collection point to the difficulties the central and State governments are facing in garnering crucially needed revenue. This has already swelled the fiscal deficit at the end of the first quarter to 83% of the full year’s target. With the new infections curve showing no signs of plateauing as yet, policymakers have the unenviable task of stemming the COVID-19 tide without dampening economic momentum.

War and talks: On Taliban ceasefire

The Taliban’s ceasefire is an opportunity to kick-start intra-Afghan peace talks

The Taliban’s decision to cease fire for three days during Id-ul-Adha has come as a relief for Afghans who have seen unabated violence despite a peace agreement between the insurgents and the U.S. This is the third official respite since the war started in 2001. In June 2018 and May this year, the Taliban had briefly ended hostilities to mark the end of the holy month of Ramzan. On both occasions, it refused to extend the ceasefire, returning to war as soon as the celebrations were over. This time, however, hopes are high that the truce could be extended as Kabul and the insurgents are preparing to launch the intra-Afghan talks that were promised in the U.S.-Taliban deal. According to the pact, talks were to begin in March. But both sides failed to reach an agreement on prisoner exchange, which the U.S. had agreed with the Taliban. The insurgents complained that the government was not complying with the terms of the agreement, while officials of the Ashraf Ghani administration said the Taliban’s demands were unacceptable. Finally, President Ghani decided to release 5,000 Taliban prisoners, which was followed by the Taliban’s ceasefire announcement. Both sides have now agreed to kick-start talks after Id and they could do it in a peaceful environment if the ceasefire is extended.

While the cessation of hostilities is welcome, there are underlying issues that continue to plague the peace process. When the U.S. entered into talks with the insurgent group, it did not insist on a ceasefire. So the Taliban continues to engage in war and talks simultaneously. Worse, the Americans, badly looking for a way out of the conflict, kept the Afghan government out of the peace process. After the U.S.-Taliban agreement was signed in February, according to which the U.S. agreed to pull out its troops in return for security assurances from the Taliban, the onus was on a weakened Afghan government to start talks even as the Taliban continued attacks. According to the government, 3,560 government troops and 775 civilians have been killed in conflict since the deal was signed. Also, infighting made matters worse for the government. Last year’s presidential election saw a record low turnout. The results, announced months later, were contested by the main Opposition candidate, Abdullah Abdullah, who formed a parallel administration. He backed off, but only after being appointed the head of the High Council for National Reconciliation that will lead talks with the Taliban. These factors allowed a resurgent Taliban to maintain the upper hand — in war and in talks. This will be the government’s key challenge when its representatives and that of the Taliban, which sees itself as the legitimate ruler of Afghanistan and has not recognised the country’s Constitution, would be holding talks.
