Our new report, “Unleashed: Abuse of Palestinians by Israeli Soldiers in the Center of Hebron”, is out today.
In more than 20 testimonies, Palestinians told us how during the summer of 2024, soldiers randomly seized them from the street, a checkpoint or a home and subjected them to severe physical abuse, some in plain sight and others after taking them into a military post.
B’Tselem executive director Yuli Novak: “Soldiers randomly seized people going about their daily affairs and beat them, some to the point of unconsciousness, as though it were a routine matter. The testimonies gathered by our field researchers reveal shocking norms of violent conduct among Israeli soldiers. After more than a year of unrelenting war against the Palestinian people, abusing passersby has become not only legitimate but even welcome. This goes beyond isolated incidents or breaches of regulations: we are seeing a pattern of systemic conduct that is the result of the dehumanization of Palestinians, led by the Israeli government.”

דו"ח חדש שלנו: "מותרים: התעללות חיילים בתושבים פלסטינים במרכז חברון" התפרסם היום. הדו״ח חושף מקרים חוזרים ונשנים של התעללות קשה של חיילים ישראלים בתושבים הפלסטינים.
הדו"ח מתבסס על למעלה מ-20 עדויות שגבה הארגון מפלסטינים שהותקפו בחודשים מאי עד אוגוסט 2024. הקורבנות מספרים כיצד עוכבו על ידי חיילים באופן אקראי לחלוטין ברחוב, במחסום או בבית, כשהם עסוקים בשגרת יומם. הם הוכו ועברו מסכת התעללות קשה בידי חיילים, לעיתים ברחוב, ולעיתים במוצבים צבאיים אליהם נלקחו.
יולי נובק, מנכ"לית הארגון: "אנשים יוצאים מביתם לשגרת יומם, נתפסים בידי חיילים ומוכים עד עילפון, כעניין שבשגרה. מהעדויות שאספו תחקירני בצלם עולה תמונת מצב מחרידה בכל הנוגע לנורמות ההתנהגות האלימות של חיילים ישראלים. אחרי יותר משנה בה ישראל מנהלת מלחמה חסרת מעצורים כנגד העם הפלסטיני, התעללות בעוברי אורח פלסטינים הפכה להתנהלות רצויה ונדרשת. אלו אינם מקרים נקודתיים או חריגה מנהלים אלא תופעה שמייצגת התנהלות מערכתית, והיא תוצאה של דה ההומניזציה של פלסטינים, בהובלת הממשלה הישראלית".

“Today, genocide is taking place in #Gaza. We have been delighted by the reaction of several states which have indicated that they will implement the #ICC's decision against these individuals.Unfortunately, others, such as the Netherlands, have found ways to circumvent the Rome Statute.

This shows the need for a stronger commitment to international justice. These states are ultimately against Palestinian victims, against our work and against justice.”

The EU has consistently called for safe and unimpeded access.
