These missiles are highly inaccurate. It’s like the Irna strike on Israel. They hit Nevatim air base with 35 missiles, but the vast majority of them missed by hundreds of meters and hit the open. It’s totally impractical to be using an ICBM with an accuracy mean for a nuclear warhead to strike a specific building. It’s like trying to hit a dart board with your eyes closed backward.
So, could some buildings be hit? Maybe it’s all based on chance. The strike, if you haven’t noticed, was done to simulate a potential nuclear weapon attack on Ukraine; the actual warheads are off by several hundreds of meters from where they were aimed. The purpose of the attack was to be a threat and involve psychological responses or feelings. Russia launching their ICBMs at targets in Ukraine would be the biggest waste of ICBMs. But they’ve got us talking about it. That’s Russia’s primary goal; their nuclear threats don’t work anymore because they are BS. So they decided to launch an ICBM to be taken seriously, then staged a fake phone call during a press conference to draw attention to it. The US and Europe should ignore it and allow Ukraine to win and defend themselves.
