Here is a timeline of UNESCO's activities in Russia. All of this was done in collaboration with the Russian gov't over the past few decades, pulled directly from an official UNESCO brochure.
If Russia was truly "based and anti-globalist" would they have been working closely with UNESCO and the World Bank to reform their educational system and promote ideas of tolerance, inclusivity, diversity, anti-racism, etc?
