Dear Sir/Madam,

I am writing this legal notice to highlight that Officer Jeremy Kuan of the Singapore Police Force (SPF) may be in contempt of the Honourable Court’s directions to take a Conditioned Statement from me, Ng Kai Hoe Raymond (S73***16C), for the purpose of assisting the Court in understanding the cause of Ms. Geno Ong Kay Yong’s death. The relevant Court case number is CI-003506-2024.

The State Coroner, Honourable Adam Makhoda, directed Officer Jeremy Kuan to contact me on 20 November 2024 at 4:30 PM. This direction was communicated to me via email, and I assume the Honourable Court also informed Officer Jeremy Kuan of this directive. In any case, I reached out to Officer Jeremy Kuan on 20 November 2024 at 11:26 PM. He replied on 22 November 2024 at 4:17 PM, confirming his awareness of the Court’s directions.

It is clear that Officer Jeremy Kuan is aware of the Honourable Court’s instructions, as the Court has deemed my Conditioned Statement crucial for the proceedings of CI-003506-2024. On 28 November 2024 at 8:00 AM, I sent a polite email reminder to multiple recipients about these directions.

However, as of now, Officer Jeremy Kuan has made no attempt to take my Conditioned Statement. Publicly available information indicates that Honourable Adam Makhoda is scheduled to disclose his findings on 12 December 2024 regarding CI-003506-2024. Based on these circumstances, I have reasonable grounds to believe that Officer Jeremy Kuan may not intend to comply with the Court’s directions.

As a result, I am compelled to explore legal options to rectify this issue. I remind all involved that, as a potential witness, my primary obligation is to the Honourable Court, not to any other branch of Government.

If Officer Jeremy Kuan fails to contact me to take my Conditioned Statement, in violation of the Court’s directions, I will be compelled to initiate contempt of court proceedings against him.

Depending on the level of complicity within the SPF, I may also initiate contempt of court proceedings against the Singapore Police Force. Similarly, if there is complicity within the Ministry of Home Affairs, I will pursue contempt of court proceedings against the Ministry.

At present, I will formally inform the Honourable Court that its directions have not been complied with.

If the Attorney-General’s Chambers (AGC) does not grant fiat for contempt of court proceedings, I will consider applying for a Judicial Review (where applicable) to compel the AGC to explain to the Honourable Court why fiat was not granted in light of this apparent breach.

To prevent these steps, I urge Officer Jeremy Kuan to contact me promptly to take my Conditioned Statement.

Explanation about HSA’s Claim That Our Judicial Review is an “Abuse Of Process”

Many people have asked me about the recent news articles reporting that the Court found our judicial review of the Health Sciences Authority (HSA) to be an abuse of process. Understandably, the phrasing used in these articles has raised concerns among both our supporters and detractors, as it reflects unfavorably on us.

Let me clarify: the term “abuse of process” originates from standard language found in the Rules of Court, specifically Order 9 Rule 16 of the Rules of Court 2021. Without delving into technical details, the judicial review I filed against HSA was deemed legally insufficient, leading to its dismissal (HC/OA 554/2024).

It is important to differentiate this from an allegation of bad faith. Recent discussions in the media about new laws criminalizing misuse of the Court have heightened concerns, but not all struck-out proceedings fall into this category. Applications are struck out almost daily in courts for various reasons. Proceedings dismissed under Order 9 Rule 16 are quite common, and while the outcome may be disappointing for the affected party, it does not automatically imply misconduct or Contempt of Court.

On a brighter note, consider the outcomes we’ve seen. Since our judicial review, the igotmyshot.gov.sg website has been shut down. Furthermore, recent vaccine promotion campaigns involving celebrities, such as roadshows and market events, have completely ceased. While the Government may never openly acknowledge this connection, it’s hard to ignore the coincidence that these questionable practices have stopped.

Community Service Announcement

For those accusing us of harassing people or asking people to make frivolous police reports or to sue us for serving them notice that we are suing them, please look at Order 7 Rule 2 of Rules of Court. This is NOT Legal Advice. This is Pure English. I'm shocked that even existing lawyers demand that we make appointment and threaten to call police on us when we are doing something perfectly legal. In fact, for a litigant in person, there is NO OTHER WAY, except to serve personally.

Didn't they teach this basic thing in law school? I'm not a lawyer, I just read basic English.

People accuse me of "flooding" hotlines. What about those calling to file police reports and lawsuits re our letter of demand? Who is the one Flooding and Jamming up our legal services?

Singapore Police Force and Ministry of Law, Singapore should make public announcements about this and NOT have the Fake News Media accusing me of filing frivolous lawsuits.

Those calling for people to Flood our legal services, eg. Critical Specator and Calvin Cheng should be warned by the Singapore Police Force. If the Singapore Police Force stops us from service, this would be considered Obstruction of Justice, as per Section 204A of the Penal Code.

You have ALL been warned. Now let me sue in peace.

Personal service (O. 7, r. 2)
2.—(1) Personal service of a document is effected —
(a) on a natural person by leaving a copy of the document with that person, or the person’s agent if that person is an overseas principal under Rule 4;
(b) on any entity by leaving a copy of the document with the chairperson or president of the entity, or the secretary, treasurer or other officer;
(c) on any person or entity according to the requirements of any written law; or
(d) in any manner agreed with the person or the entity to be served.
(2) The following persons may effect personal service:
(a) a process server of the Court;
(b) a solicitor;
(c) a solicitor’s employee;
(d) a litigant who is not legally represented or such a person’s employee;
(e) any other person that the Registrar may allow in a particular case or generally.
(3) If the process server of the Court effects service, the Registrar must notify the requesting person of the fact and manner of such service.

A Lawsuit without claiming for Money can be Deemed an Abuse of Process

CryBaby(CB) ELITEs have always remarked that I am suing I want money from the people who defamed me. I was amazed that this can even be a complaint – if I don’t sue them for money as a damage, what do I want the Court to do for me? To compel the people who defamed me to love me instead?

I wish to remind everyone that the Court deems a lawsuit that is based on “wanting love from the defendant” is deemed as an abuse of process.

To be honest, friends who once defamed me there is no love lost between us both. The people I am suing now consist of my students (Darwin Gosal, now ganging up with Prof Ben Leong to do retaliatory campaigns against me), my ex potential investors, listed company’s directors, and let me be clear, I don’t desire your love. Other than money, I don’t know what I can ask you for.

If I don’t ask for money, the Court may deem my case to be vexatious instead and strike out the case. I must demand money since I cannot demand love (demanding love would almost definitely be illegal).
