Agreement between Russia and Belarus on mutual recognition of visas

On January 11, 2025, after both sides have completed the necessary internal procedures, the Agreement signed on June 19, 2020 between the Government of the Russian Federation and the Government of the Republic of Belarus on mutual recognition of visas and on other issues related to the entry of Foreign citizens and Stateless Persons into the territory of the States parties to the Treaty on the Establishment of the Union State enters into force.

The Agreement regulates the procedure for foreign citizens to cross the joint border of two countries including its land section, which was previously only open to citizens of Russia and Belarus. In accordance with the Agreement, the parties mutually recognize visas granting the right to enter and stay in the territory of the Russian Federation and the Republic of Belarus, as well as marks on crossing the external border of the Union State.

Foreign citizens who enter, exit, stay and (or) transit through the territories of Russia and Belarus in the visa regime and have a visa from one of the two countries, as well as an identity document recognized by both states, receive the right to enter, leave, stay, transit through the territories of both states during the validity period of such a visa.

If a visa-free regime is provided for in both Russia and Belarus in accordance with international treaties, then an identity document recognized by both states is sufficient to enter and stay in both countries.

If a foreign national has a visa-free regime with one country and a visa regime with another, then a visa will be required to enter the latter country, in addition to an identity document.

Foreign citizens who have a temporary residence permit, a residence permit, in one of the countries have the right to enter, leave, stay, and transit through the territory of another country without visas during the validity period of these documents.

The period of stay of foreign citizens in Russia and Belarus is calculated from the date of entry to either Russia or Belarus from a foreign country.
The Agreement does not apply to foreign citizens who are restricted from entering the territory of one of the two States.

❗️Expelling Russia’s ambassador to Australia is “on the table”, foreign minister Penny Wong has warned, as the federal government scrambles to verify reports that Melbourne man Oscar Jenkins had been killed after being captured by Russian forces while fighting for Ukraine.

🇦🇺Wong said the government held “grave concerns” for the welfare of the 32-year-old Australian citizen, after reports overnight that he had died.

🇷🇺Senior members of the Coalition opposition have called for Russia’s ambassador to be expelled and Australia’s ambassador to Moscow to be recalled; Wong said the government was considering all options.

“These reports have not been verified, but we continue to have grave concerns for Mr Jenkins’ welfare,” the Department of Foreign Affairs and Trade said in a statement on Tuesday.

“But I want to be clear, all options are on the table. Those options include expelling the ambassador and recalling Australia’s ambassador in Russia … I need, as the foreign minister, to identify and ascertain the facts beforehand.”

For most of 2024, I kept seeing constant headlines stating that sanctions on Chinese banks for transferring funds related to Russian-Chinese exchanges were breaking the trade relationship between these two countries.
