Chinese semiconductor fabs accumulated an estimated 343 immersion deep ultraviolet lithography systems by early 2026, according to a report by the Centre for Technology & Statecraft, a Washington research group.
Former US officials cited in the report are now urging Washington and its allies to shut down all further exports of the machines, made by Dutch firm ASML. The stockpile, built up over recent years, is worth billions of dollars and represents a significant expansion of China's domestic chip-manufacturing capacity.
The push for a complete ban signals escalating pressure on allied governments to close loopholes that have allowed DUV tool exports to continue even as advanced EUV machines were already restricted.
