A6/ There is no harm in that, and there are no consequences; because saying the Talbiyah is a Sunnah Qawliyyah (verbal Sunnah).
-And when Shaikh Abd al-Aziz Bin Baz -May Allah have mercy upon him- was asked about this matter...
He -May Allah have mercy upon him- answered:
“Nothing is upon you; because the Talbiyah is Sunnah (supererogatory).
Therefore when a person enters the state of Ihram whether he is from the people of Makkah or from other then Makkah, it’s legislated for him to say the Talbiyah, just as the Prophet -ﷺ- used to do,
But if he failed to utter the Talibyah or if it was delayed, it wouldn't harm him. Because the Talbiyah is a Sunnah Qawliyyah (verbal Sunnah), and what's obligatory is that he intends the Holy rituals of Hajj or ‘Umrah or both of them with his heart,
And then after that he says Talbiyah as that’s better.
He says clearly with his tongue:
«Allahumma Labbaika Hajjan (O my lord, here I am, at Your service doing Hajj»
Or «Allahumma Labbaik ‘Umrah (O my lord, here I am, at Your service doing ‘Umrah)», when he is entering the state of Ihram, and getting into the car or mounting his riding beast”.
