The TON DLT Foundation was recently set up in Abu Dhabi, which, judging by the photos, is headed by Victor Ammer. But why him? What has he done for the TON ecosystem? And how is he connected to it at all? The answers to these questions could only be found after several days of searching.
To begin with, "Ammer" is not his real last name. His real last name is Filippenko. Viktor is from Ukraine and previously ran the G20 Foundation. Apparently, he changed his last name either to hide his Slavic roots or for family reasons, as his father also has the last name Ammer. If you want to find more information, look for his full name in English.
If you take a look at his old Twitter, which he stopped keeping after changing his last name, you'll notice that back in 2017 he was making reposts of Pavel Durov. Even then, he was already working with him on Telegram, which is confirmed by his LinkedIn profile.
If you dig into the source code of the Fragment platform (straight through ctrl+u), you can find a mention of Trustody in the verification section. There is enough information on the Internet that Victor has been actively working with this organization, and it is registered in the same place as his company Ammer. Judging by his posts on Linkedln, he has been dealing with legal issues of Telegram for several years, and now oversees the legal aspects of Fragment, especially in terms of KYC. He is probably the one who should be "thanked" for implementing KYC in the TON ecosystem. Judging by his support of colleagues involved in KYC implementation in crypto projects, he is unlikely to stop there.
No dark stories have been spotted behind him. However, putting a few threads together reveals a connection to Hub71 in Abu Dhabi and the fabulous $2 billion for Web3 startups in TON. TON Foundation, TONcoin.Fund and hundreds of millions of dollars that seem to have gone in an unknown direction are involved here 🧐 The main "conductor" of this process is Dmitry Fedotov - still a little-known figure, but he works closely with Victor.
Viktor's new Twitter, which he's been following since 2022, has no mention of TON and only a couple of entries about Telegram related to the development of a bot for Ammer Wallet. Who and why decided that he should be the one to lead the TON DLT Foundation remains a mystery.
According to the plan, the new foundation was going to focus on the development of the TON ecosystem in the Middle East, North Africa (MENA) and Asia-Pacific (APAC) regions. However, in reality, the same people are back at the helm, who seemingly will only develop "their wallet."
