Guyana on Thursday asked the International Court of Justice to order Venezuela not to proceed with plans to hold elections in the disputed region of Esequibo, saying a vote would violate a prior court ruling, the Guyanese foreign ministry said.

Venezuela will hold provincial elections on May 25, including for state governors. The government of President Nicolas Maduro last year passed a law creating a new state in the disputed territory, despite the ongoing case at the ICJ over which country Esequibo belongs to and a 2023 court order that Venezuela avoid any action that would change the status quo in the territory.

President Donald Trump on Thursday issued exemptions on tariffs for a wide range of goods coming into the U.S. from Mexico and Canada, two days after putting in place sweeping 25% tariffs that rattled stock markets, as businesses warned the move would increase prices for consumers.

The exemption would apply to goods compliant with the North American free trade agreement reached during Trump’s first term and will last until April 2, when Trump plans another round of retaliatory tariffs on goods from a range of countries.

About half of goods coming into the U.S. from Mexico would fall under the exemption and around 38% of goods from Canada would qualify, said a senior administration official. That includes potash, which is used in fertilizers.

🇲🇽 Nearly a dozen students found dismembered by Mexico highway after vanishing on vacation

Nearly a dozen dismembered bodies, allegedly belonging to missing students vacationing in Oaxaca, Mexico, were found on Sunday near the side of a highway, according to local reports.

The body parts from at least nine people were found inside and nearby an abandoned car hidden under a blood-covered tarp.

Video surveillance from Feb. 24 shows the vehicle driving along the Atlixcayotl highway, about 90 miles west of where the bodies were found. The bodies allegedly had bullet wounds and "signs of torture."

Costa Rica and Panama are coordinating to expedite southbound migrant transit through their countries along the same route that carried hundreds of thousands north in recent years, officials said Monday.

The security ministers from both countries met Monday in Peñas Blancas, a border post between Nicaragua and Costa Rica where southbound migrants will board buses to a Costa Rican government facility at the Panama border.

From there Panama will bus them to its Darien province, which borders Colombia.

Costa Rican Security Minister Mario Zamora said that the effort will focus on Colombians, Venezuelans and Ecuadorians who are trying to reach their countries. He said that by organizing the transportation they hope to protect migrants from human traffickers.
